The Position

Napa County is entering a period of major change as California implements the Behavioral Health Services Act (BHSA), reshaping how counties plan, deliver, and report behavioral health services. We are seeking a collaborative and detail-oriented Project Manager (Extra Help) to support this transformation.

The Project Manager (Extra Help) position is responsible for managing special and major projects within HHSA. Positions in this class lead the administration of project activities to ensure projects meet identified objectives, working collaboratively with Agency and County managers in planning and delivery. Incumbents exercise independent judgment in coordinating priorities, managing timelines, and ensuring project success. This role requires strong organizational and facilitation skills, the ability to synthesize complex information, and a clear understanding of HHSA's mission and goals.

The current vacancy is assigned to the Behavioral Health Division to support planning and implementation of BHSA. The Project Manager (Extra Help) will play a key role in ensuring Napa County meets new BHSA requirements by coordinating community planning processes, supporting stakeholder engagement, drafting and compiling required plans and reports, and monitoring state guidance and deliverables. This position will work closely with Behavioral Health leadership, the Quality unit, and community partners to ensure planning is timely, inclusive, and compliant while also helping to build a stronger, more equitable behavioral health system for the future.

Example of duties :

  • Organize and facilitate planning meetings and public events, making sure diverse voices are included and feedback is captured clearly.
  • Draft reports and plans (BHSA Integrated Plan, Annual Updates, etc.) and include data on services, workforce, and demographics.
  • Develop tools and dashboards to track outcomes, engagement, and program progress.
  • Monitor state updates, trainings, and webinars; share key information with staff.
  • Coordinate trainings on equity, peer workforce, and evidence-based practices.
  • Support RFPs, contract development, and outcome monitoring for BHSA-funded services.
  • Track deadlines and deliverables to ensure planning and reporting requirements are met.
  • Perform other related duties as assigned.

Position Requirements

Experience and Education : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be :

  • Experience : Four years of increasingly responsible professional level program experience in a program area related to assigned project.
  • Education : A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, social work, or related field.
  • License or Certificate
  • : Possession of a valid California driver's license.
