Job description

Job Summary

Responsible for the overall operation of the Payroll Department, the successful completion of the bi-weekly exempt and nonexempt payroll, the timely submission of payroll reports and the timely payment of payroll taxes and assigned vendor payments. Directs the implementation and administration of mandated payroll regulations and policies. Completes payroll-related journal entries for the month-end closing cycle.

Essential Duties and Responsibilities

Perform as the practice expert and go-to person in the department for all payroll related matters. Stay up to date with current payroll regulations and best practices.

  • Oversees all facets of the payroll department, ensuring compliance with Company, state, and federal laws, policies, and regulations.

Oversees and coordinates the production of the Bi-weekly payroll process and any special compensation requests consistent with federal and state wage and hour laws. Process any manual checks as needed. Review employee time and attendance input for any unusual activity.

  • Ensures the accurate payment and reporting of all mandatory payroll taxes in compliance with the provision of tax laws, federal / state regulations, and company policy.
  • Oversees and coordinates the planning and implementation of changes and enhancements for the payroll system as required, due to changes in tax laws, regulations, and company pay policies / compensation initiatives. Remain updated on payroll software, its functions, and capabilities to improve efficiency.

  • Plans and manages workflow; approves all master payroll calendars and bi-weekly processing schedule.
  • Plans, coordinates, and oversee the production and distribution of all employee tax statements, including W-2 and notifications as required by law.
  • Reviews to ensure processing of new hires, transfers, promotions and terminations are accurate and timely. Partner with HR and benefits in aligning payroll and benefits system.

  • Prepare and submit 401(k) retirement funds timely to the current administrator of the plan.
  • Reviews computer generated PTO calculations to ensure accuracy.
  • Administers court orders for child support deductions, IRS levies and other court-orders garnishments or payroll deductions as required by governing laws and regulations. Provide payroll documentation as needed for subpoenas or government agencies.
  • Communicate effectively with employees and management regarding payroll questions and problems; addresses employee inquires in a timely manner. Provide training for supervisors as needed.
  • Prepare payroll-related journal entries for the month-end closing process. Format, verify and upload bi-weekly payroll details to general ledger system in a timely manner.
  • Update assigned position controls to keep data accurate with employee actions forms
  • Prepare management reports as needed for additional analysis.
  • Provide supporting documentation for all audits : financial, 401k, workers compensation, and any grant-related audits.
  • Maintain confidentiality of all payroll matters.
  • Performs other job-related duties as assigned.
  • Organizational Relationships

    The Payroll Administrator reports to the Accounting Director. This position works closely with Human Resources. This position interacts with multiple staff within the agency and with outside agencies concerning payroll issues.

    Minimum Requirements

    High school diploma and minimum of five years of payroll experience. An associate degree in business or accounting is preferred but not required. Proficiency with electronic payroll systems and applicable payroll laws and regulations. Experience processing payroll for a mid-sized company with 200-500 employees.

    Additional Desirable Qualifications

    Solid knowledge of basic accounting principles. Proficiency in the use of Word, Outlook, Excel and other Microsoft Office products. Excellent organizational skills and attention to detail. Effective communication skills, both written and verbal. Strong problem-solving abilities.
