Job description

Program And Operations Manager

The City of Richmond, Department of Public Utilities, is seeking a qualified Program and Operations Manager to oversee and help administer the asset management program of DPU to include project, work order and asset management enterprise systems and their associated standard operating procedures (SOPs). The City uses asset management and program management software including ESRI GIS, Trimble Cityworks, Mainsaver CMMS (Computerized Maintenance Management System) and Trimble eBuilder. The ideal candidate will have proficiency in use, buildout, administration, and end-user training for these or similar enterprise solutions.

The incumbent will be responsible for working closely with diverse stakeholders to define asset management and project management goals, maintain and update enterprise solutions and SOPs, support end users with ongoing training and troubleshooting, and extract data from the enterprise solutions to support broader City initiatives such as annual capital planning and maintenance. Additionally, the incumbent will supervise staff, including assigning and balancing workloads and priorities; conducting performance evaluations; coordinating training, career development and mentoring; and implementing hiring, discipline, and termination procedures.

Duties Include But Are Not Limited To

  • Asset Management : Develop and implement asset management programs to effectively track and manage vertical and horizontal utility assets throughout their lifecycle. Establish processes and procedures for asset acquisition, inventory management, maintenance scheduling, and disposal. Utilize asset management software and tools to optimize asset performance and maximize return on investment.
  • Training and Support : Provide training and support to team and end-users on the use of the asset management tools. Develop training materials, conduct workshops, and provide ongoing assistance to ensure users are proficient in utilizing the systems effectively.
  • Continuous Improvement : Ongoing evaluation and improvement of the enterprise solutions and asset management programs based on feedback, lessons learned, and industry trends. Identify opportunities for automation, process optimization, and operational efficiency gains to enhance project performance and drive business value.
  • Management (dependent on experience) : Manage staff working to support asset management initiatives.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE :

  • Bachelor's degree in engineering, construction management, business, accounting, finance or public administration or field related to assignment
  • Six years of journey-level professional experience in area related to assignment
  • Two years of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • PREFERRED QUALIFICATIONS :

  • Minimum of 3-5 years of experience with asset management with strong ESRI GIS experience.
  • Strong understanding of asset management principles, practices, and enterprise solutions.
  • Experience with Cityworks.
  • Experience with municipal utilities.
  • Experience with PowerBI.
  • 3+ years of staff management experience.
  • Ability to provide support and troubleshooting services to internal City end users in a professional, prompt, and technically sound manner for asset management and project management enterprise solutions.
  • Certification in project management (e.g., PMP) and asset management (e.g., CMRP).
  • Excellent communication, leadership, and stakeholder engagement / management skills.
  • Ability to manage multiple projects simultaneously and work effectively in a fast-paced environment.
  • LICENSING, CERTIFICATIONS and OTHER SPECIAL REQUIREMENTS :

  • Some positions may require a FMP (Facilities Management Professional) designation.
  • Some positions may require a CFM (Certified Facility Manager) certification or the ability to attain a CFM certification within 12 months of appointment.

The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
