Overview
AECOM is actively seeking a creative, highly talented UXO Safety Officer (UXOSO) for employment in Kuwait City. Qualified candidates must be available to start onboarding for this assignment on November 3, 2025. Deployment to Kuwait will happen shortly after that. This will require completion of pre-hire support activities (drug screen, background check, etc) by mid-October 2025.
In accordance with Department of Defense Explosives Safety Board Technical Paper 18 (DDESB TP-18), a UXOSO must be able to meet the criteria for and perform the functions of a UXO-TIII and implement explosives and health and safety plans and programs in accordance with applicable DoD, federal, state, and local requirements. The UXOSO must verify compliance with site-specific explosives safety requirements and manage MEC-related activities with appropriate mitigating measures.
Project context includes ensuring safety and compliance for MEC-related operations, heavy equipment use, and open detonation controls. Safety status determinations for discovered MEC are final when performed by the SUXOS.
Responsibilities
- Enforce personnel limits and explosives safety quantity distance (ESQD) arcs for explosive-related operations.
- Conduct, document, and report daily safety inspections and verify corrective actions are implemented.
- Apply engineering controls to reduce open detonation minimum separation distances as required.
- Ensure heavy equipment operations are conducted in accordance with manufacturer's specifications.
- Make final safety status determinations of discovered MEC with the SUXOS.
Qualifications
Minimum Qualifications : High school diploma plus 4 years of experience, or demonstrated equivalency of experience and / or education.Current driver's license; position requires using an AECOM provided vehicle and / or personal vehicle for business.Pass pre-employment drug screen.Valid US Passport through 11 / 2026.Participate in and successfully complete a post-offer, pre-employment fitness for duty exam per 29 CFR 1910.120; must be medically qualified to conduct work activities at the jobsite.40-hour HAZWOPER; 8-hour OSHA Supervisor (initial); 10-hour or 30-hour OSHA Construction Safety; current 8-hour OSHA refresher.US Citizenship requiredGraduate of a military EOD assistant course, accredited UXO technician training, or military EOD school (US, Canada, UK, Germany, or Australia).On-the-job training in MEC-related activities; familiarity with geophysical equipment used for MEC work.Experience requirements vary by qualification track (military EOD or accredited UXO school) with specified MEC-related experience and supervisory experience as described in the original posting.Completion of OSHA 8-hour Management and Supervisor Training (Section 1910.120(e)(4)).Understanding of explosives safety criteria and MEC / RANGE clearance operations.10-hour OSHA Construction Safety and Health Training with a DOE Construction Safety Card is required.Preferred Qualifications
SSH0 Level 1 conformity with USACE EM 385-1-1 (2024) is preferred.Explosive Ordnance Disposal certificate.30-hour OSHA Construction Safety.40-hour EM 385-1-1 Hazard Recognition Training.Additional Information
