Summary Description

Under general supervision, performs a wide variety of general and / or specialized office support, clerical, and technical work in support of the Police Department; collects, records, transcribes, maintains, edits, and retrieves confidential law enforcement data and information; receives, secures, safeguards, preserves, and disposes of property and evidence items in the Police Department; ensures the safe and careful handling of evidence; performs a variety of record keeping functions including processing police reports; receives and provides assistance to the public at the front counter and over the telephone; and provides other support and assistance to other non-sworn functions and activities of the Police Department.

Representative Duties

  • Performs a wide variety of technical and clerical duties in support of departmental operations including those related to collecting, indexing, processing, maintaining, retrieving, preserving, copying, and distributing technical and confidential law enforcement data, information, property, and evidence.
  • Enters, maintains, and retrieves data, reports, and information into and from a variety of automated law enforcement records systems; enters police reports and citations including names, vehicle information, property, dispositions, and classification of charges.
  • Photocopies and distributes crime, incident, arrest, and accident reports, warrants, subpoenas, follow-up requests, evidence, photographs, copies of audio and videotapes and related paperwork to various agencies including departmental staff, other local and state law enforcement personnel, insurance companies, and other agencies and organizations; processes and distributes police reports and criminal complaints to the District Attorney's Office for prosecution; retrieves and releases property to detectives, forensics, crime lab, and the District Attorney's Office; maintains chain of custody.
  • Receives, records, categorizes, photographs, stores, maintains, releases, and disposes of all property and evidence in accordance with established procedures and laws; provides effective storage and security of Police Department property and evidence at the Police Department and other remote sites; updates property tracking status in system.
  • Verifies proper packaging of property; contacts officers, supervisors, and administrative staff regarding necessary corrections.
  • Assists, provides information, and responds to questions and concerns from the general public, departmental staff, and other agencies in person and by telephone; forwards calls to appropriate personnel; takes and provides phone messages; responds to public inquiries for information regarding police reports and other matters; ensures that the release of records and property follows state, federal, and local laws.
  • Prepares and transports evidence to crime labs for analysis.
  • Releases and disposes of property, including hazardous materials, in accordance with current laws and departmental policies.
  • Accepts payment and issues receipts for various services at the front counter including business licenses, solicitation permits, and utility payments; issues and renews dog licenses.
  • Conducts background checks on individuals for outside agencies; pulls and copies reports and other information as necessary.
  • Processes traffic collision reports; pulls, copies, and reviews incoming reports; distributes reports according to severity.
  • Processes and seals juvenile criminal histories when court ordered; notifies proper government agencies when process is completed.
  • Maintains schedules of appointments, and captures fingerprints via Live-Scan and ink fingerprinting.
  • Processes subpoenas received by the Police Department; enters subpoenas into the appropriate system; contacts officers listed on subpoenas.
  • Issues detention certificates to former arrestees, the court, and the Department of Justice.
  • Issues vehicle releases for storage and impound tows, and repossessions.
  • Prepares and types clear, concise, and comprehensive reports, forms, memorandums, correspondence, and records using correct sentence structure, grammar, and spelling.
  • Responds to requests for information from the public, City departments and outside agencies.
  • Maintains department subpoena system for both criminal and civil cases.
  • Performs Public Safety Dispatcher duties on a relief basis.
  • Maintains and orders supplies for the department.
  • Operate a variety of office equipment, including computers, copy machines, telephones, fax, email, and other various computer systems.
  • Performs related duties, as assigned.

Qualifications

Knowledge of :

Modern office procedures, methods, and equipment including computers and applicable computer software applications.

Law enforcement records management principles, procedures, techniques, and equipment.

Principles and practices of property and evidence handling, recording, storage, and release.

Legal guidelines pertaining to the maintenance and control of evidence.

Basic police terminology.

Principles and practices of customer service.

Principles and practices of record keeping and filing.

Basic mathematical principles.

Automated law enforcement information systems and procedures.

Release and retention of police records pursuant to local, state, federal and department policy.

Police records functions.

Occupational hazards and standard safety practices.

Pertinent federal, state, and local laws, codes, and regulations.

Ability to :

Understand and maintain confidentiality and discretion regarding all records and knowledge of police business.

Type at a speed necessary for successful job performance.

Read, interpret, apply and explain laws, codes, rules, regulation, policies and procedures.

Relate effectively with people of a variety of cultures, languages, disabling conditions, and socio-economic situations.

Receive, process, store, document, release, and dispose of various evidence and property.

Comply with safety standards and regulations.

Safety handle firearms and narcotics.

Maintain accurate and complete records.

Perform routine multi-tasking functions.

Analyze situations and apply departmental rules and regulations effectively, as well as common sense where no guidelines are readily available.

Work with minimum supervision.

Use sound professional judgment in the application of policy, procedures and laws in situations arising in the course and scope of employment.

Operate modern office equipment including computers and applicable software packages.

Maintain inventory of supplies as needed.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience, Education and Licenses

Education / Training :

Equivalent to the completion of the twelfth grade.

Experience :

Two years of general clerical experience that demonstrates a general aptitude for working with the public in a multi-task environment.

License or Certificate :

Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.

Must have an acceptable driving record, be insurable at standard rates by City's insurance carrier, and maintain such insurability during the course of employment.

Must possess, or have the ability to successfully obtain, a certificate of completion from a Records Clerk Course.

The position may require prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. Additionally, the position requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Near and far vision is required in order to read work related documents and use the computer. Acute hearing is required when providing phone and personal service. The position requires lifting, carrying, pushing, and / or pulling objects weighing up to 25 pounds. Incumbent must be willing to work shift work, including nights, weekends, and holidays.
