Transportation Analysis And Performance Manager

The Planning, Development, and Research department is looking for a Transportation Analysis and Performance Manager to lead the agency's efforts to monitor, measure, and communicate how the regional transportation system performs in support of the region's long-range Regional Transportation Plan (RTP), Metropolitan Transportation Improvement Program (MTIP), Climate Smart Strategy, and state and federal performance management requirements. It also performs these functions in support of topical transportation plans and major project planning activities.
This position manages a multidisciplinary team responsible for data-driven analysis, system performance monitoring, and reporting on outcomes related to mobility, safety, equity, congestion, and greenhouse gas emissions. The manager ensures performance information informs regional policy decisions, supports transparent reporting to the public and decision-makers, and meets state and federal compliance requirements. The team may also lead policy development related to congestion management and performance in coordination with other planning and policy teams.

As the Transportation Analysis and Performance Manager you will :
Leadership and Program Management
- Lead and manage a team of planning professionals responsible for system performance measurement and data management, fostering their growth, collaboration, and innovation; ensuring staff have the resources and support to meet program goals; and cultivating a diverse and inclusive team with leadership succession opportunities.
- Provide strategic oversight of the regional transportation performance, monitoring, and reporting program, ensuring alignment with regional transportation plan (RTP) goals, modal and topical plan (e.g. Climate Smart Strategy) goals, and with the congestion management process (CMP).
- Lead and coordinate data analysis and reporting in a manner that serves as a bridge between technical data and analysis professionals in the department's Research Center and policy-focused planners, ensuring analytical outputs effectively inform the development of regional transportation policy, program, and project priorities.
- Foster a culture of continuous improvement in performance analysis, reporting practices and collaboration with internal Metropolitan Planning Organization (MPO) programs, supporting research, modeling and data teams, and the broader department work program.
- Champion diversity, equity and inclusion in decision-making and leadership processes across all projects and initiatives.
- Ensure continued federal certification of the regional transportation planning program related to transportation performance management, and continued compliance with state transportation performance monitoring and reporting requirements.
- Coordinate with Metro's Transportation System Management & Operations (TSMO) Program, the Regional Travel Options (RTO) Program, and Transit Oriented Development (TOD) Program, and staff managing data and analysis tools on topical transportation issues such as safety on the management, analysis, and reporting of data sources.
- Participate in forums and initiatives on transportation performance activities to track emerging trends and identify opportunities for program improvement.
- Contribute to department budgeting, reporting, strategic planning, and other executive management efforts and collaborate with department leadership to integrate performance monitoring and reporting into the broader regional transportation planning work program.
Transportation Performance Management (TPM) and Compliance Reporting
Lead implementation of federal transportation performance management requirements, including target setting, coordination with ODOT and transit agencies, and federal reporting.Oversee preparation of federally required reports and documentation (e.g., system performance reports, Congestion Mitigation Air Quality project funding assessments, safety performance and pavement / bridge condition).Ensure consistency between updates and reporting on regional performance targets and the performance goals adopted in the Regional Transportation Plan and the Metropolitan Transportation Improvement Program.Federal Congestion Management Process (CMP) Compliance
Oversee implementation of the region's federally-mandated CMP, ensuring ongoing monitoring of travel trends, congestion, reliability, and multimodal system performance and use of travel demand reduction and operational management strategies.Guide development and application of performance measures to evaluate congestion reduction strategies and investments to inform updates to the RTP and MTIP.Collaborate with ODOT, transit providers, local jurisdictions and other agencies to integrate CMP findings into project selection and updates to the RTP and MTIP.Data management and coordination
Coordinate data collection and performance analysis to track progress toward regional climate and greenhouse gas reduction goals.Partner with environmental, land use, economic development and equity staff to develop performance frameworks linking transportation, climate, and community outcomes.Support and use of the RTP and MTIP project databases in transportation performance analysis.Collaborate with Metro's modeling and data resource program managers to maintain long-term strategies to meet our growing and evolving transportation and demographic data needs.Analysis and Communication
Collaborate with MPO Policy and Program leadership and staff to define research and analytical methods to support policy planning and decision-making.Support integration of climate, resilience, land use, equity, and economic development metrics into regional transportation planning and investment decision-making.Support preparation of state required reports and documentation about Climate Smart Strategy implementation (e.g., annual Climate Friendly and Equitable Communities Implementation Reports) in collaboration with RTP program.Collaborate with data resource and travel forecasting leadership and staff to help define how to utilize analytical tools and data in support of planning, policy, and program development.Lead RTP and MTIP performance analysis and reporting, ensuring consistency between RTP goals, CMP findings, and federal target-setting and performance reporting requirements.Direct development of analytical tools, dashboards, and reports that communicate system performance and outcomes to policymakers and the public.Ensure high-quality visualization, interpretation, and storytelling from complex data sets to support decision-making.Represent Metro in regional and statewide committees, technical workgroups, and public forums related to MPO- and state-required performance monitoring and reporting.Attributes for success
