PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The PEMEX Deer Park site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products. Job Purpose

This role is centered on environmental air permitting across the Deer Park site. The successful candidate will lead efforts to ensure air permits are obtained, reviewed, and renewed, as applicable, proactively monitor site performance, and maintain alignment with regulatory requirements.

Accountabilities & Responsibilities :

Key Responsibilities :

1. Prepare and maintain agency documents including air permits, emission reports, incident reports, variance petitions, and surveys.

2. Coordinate with contractors to support permitting efforts, including but not limited to determining permitting scope, any required modeling, and calculation reviews.

3. Perform emissions calculations and assess the impact of operating conditions.

4. Assist in selecting air pollution control technologies for new or modified equipment.

5. Respond to agency requests regarding permitting efforts with timely, high-quality information.

6. Assess operational changes or equipment modifications for regulatory impacts (e.g., NNSR).

7. Tracking emissions credits associated with permitting efforts.

8. Submitting regulatory reports for various programs, such as greenhouse gas, HECT, MECT, etc.

Secondary Responsibilities : Site Environmental Support

In addition to permitting, this role supports broader environmental compliance and site operations.

Additional Duties :

  • Provide coaching and hands-on support to plant personnel on environmental standards.
  • Monitor site performance against permit and regulatory requirements; identify opportunities for continuous improvement.
  • Interpret and clarify regulatory / legal requirements applicable to the site.
  • Manage assigned environmental programs and procedures.
  • Develop and revise site environmental policies and training programs.
  • Deliver environmental training aligned with regulatory and company standards.
  • Participate in 24-hour on-call rotation for incident reporting.
  • Interact with external regulatory agencies and auditors.
  • Support turnarounds, capital projects, and field audits.
  • Analyze environmental data and trends; recommend performance improvements.
  • Monitor and update environmental incidents in site tracking systems.
  • Manage change within assigned process areas per site procedures.

Job Knowledge, Skills & Experience

Specify the educational background, qualifications and experience that would typically be required to fully and effectively perform this job.

Key qualifications & experience requirements :

  • Bachelor’s degree in Engineering or Sciences.
  • Minimum 5 years in environmental roles or experience within petrochemical or refining facilities.
  • Proficiency in Microsoft applications and enterprise systems (e.g., Cority Enviance, Enablon).
  • Additional Requirements :
  • Experience with operating permits (CAA, NPDES, PSD, NSR, Title V).
  • Direct interface experience with state / federal regulatory agencies.
  • Strong communication, organizational, and interpersonal skills.
  • Legal authorization to work in the U.S. for any employer other than current.
