Materials Manager

As part of our Maritime Solutions team, you'll play a crucial role in keeping the nation's major defense programs on track and running smoothly. We are seeking a highly skilled Materials Manager to join our San Diego Maritime Solutions team. As a Materials Manager, you will oversee a team responsible for material estimating across a diverse range of suppliers and commodities / categories, totaling hundreds of millions of dollars. Your expertise will be crucial in managing, coordinating, and developing Supply Chain professionals at various experience levels. This includes proposal preparation, review, and execution, as well as the development of proposal evaluation and selection criteria and negotiation of provisions such as price, schedule, and terms.
As a Materials Manager, you will :
- Manage a team responsible for material estimating in the hundreds of millions across a very diverse set of suppliers and commodities / categories.
- Oversee the management, coordination, and development of Supply Chain professionals at various experience levels with : proposal preparation, review, and execution; development of proposal evaluation and selection criteria; negotiation of provisions such as price, schedule, and terms to meet or exceed proposal requirements; preparation and administration of high-value / complex material proposals.
- Execute approved estimating policies and procedures to provide the best value consistent with quality and service requirements.
- Emphasize proposal development, produce high-quality bills of material (BOM), review work specifications and drawings, maintain and improve the quality and accuracy of the BOM, and develop new suppliers and commodity strategies.
- Respond to supplier inquiries, resolve issues, and participate in Life Cycle Management efforts to support proposal execution. Drive Partner2Win initiatives and evaluate supplier performance relative to cost, integrity, quality, timeliness, and other factors.
- Responsible for continuous improvement (Root Cause & Corrective action) to optimize department performance and supplier performance.
- Review performance of subordinate personnel and recommend appropriate actions. Interview applicants for hire and encourage talent development through training programs.
Required Education, Experience, & Skills :
Bachelor's Degree in a related discipline and 10 years work experience or equivalent experience of directly related work experience in a government-contracting environment, preferably in the Ship Repair and / or Shipyard Industry.Familiarity with defense industry work specifications, drawings, FAR, DFAR, ITAR, and EAR regulations.Proven leadership experience, excellent verbal and written communication, and strong time management / organizational skills.Comprehensive understanding of material solicitations, proposal analysis / process, and experience managing Subcontracts or Procurement teams.Ability to find win-win solutions, develop and implement continuous improvement strategies, and utilize metrics to drive business objectives.Proficient with Microsoft Office Suite (Excel, Word, PowerPoint, and Outlook) and ability to exercise discretion and independent judgment in decision-making.Preferred Education, Experience, & Skills :
Graduate degree in a related field.Continuous improvement training and experience.Earned Value Management experience.Experience across multiple functions such as operations, supply chain, procurement.Subcontracts / Contracts / Legal background.Pay Information :
Full-Time Salary Range : $132000 - $224400

However, individual salaries are determined by a variety of factors including, but not limited to : business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
