340B Assistant Manager

Position Summary :
The 340B Program Manager is responsible for the oversight, compliance, optimization, and management of the 340B Drug Pricing Program at Hackley Community Care. This individual ensures that the program operates in full compliance with HRSA regulations and guidelines while maximizing cost savings and patient benefit. The role requires cross-departmental coordination, strong understanding of pharmacy operations, data analysis, and federal compliance.
Key Responsibilities :
Program Oversight & Compliance
- Ensure the FQHC complies with all HRSA 340B Program requirements, including eligibility, patient definition, and audit preparedness.
- Maintain 340B program policies and procedures and update them as needed.
- Serve as the primary contact for 340B-related audits, including HRSA and manufacturer audits.
- Monitor changes in federal and state regulations affecting the 340B Program.
Operational Management
Oversee daily operations of the 340B Program, including contract pharmacy and in-house dispensing models.Coordinate with pharmacy, finance, IT, and compliance teams to ensure accurate program execution.Manage split-billing software and ensure its proper integration with the EHR and pharmacy systems.Data Management & Reporting
Regularly audit 340B transactions for compliance and accuracy.Proficiency in Excel.Analyze purchasing data to identify opportunities for cost savings and program improvement.Prepare reports on program performance, savings, and impact for leadership and board review.Contract Pharmacy & Vendor Relations
Manage relationships with contract pharmacies and third-party administrators (TPAs).Review contracts and ensure proper execution of 340B terms.Oversee monthly invoicing, replenishment, and reconciliation processes.Education & Training
Train internal staff and providers on 340B compliance, eligibility, and best practices.Stay current on industry trends, HRSA guidance, and 340B advocacy issues.Promote a culture of compliance and operational excellence across the organization.Qualifications :
Bachelor’s degree in healthcare administration, pharmacy, business, finance, or a related field.Experience in contract managementPreferred experience managing or coordinating a 340B program, preferably in an FQHC or health system setting.Strong knowledge of HRSA 340B regulations and pharmacy operations.Experience with EHR, pharmacy systems, and split-billing software (e.g., Sentry, Macro Helix, Verity).Excellent organizational, financial, analytical, data management / reporting and communication skills.Advanced degree (MBA, MPH, PharmD) or 340B Apexus Certified Expert (ACE) designation.Familiarity with FQHC operations, UDS reporting, and grant compliance.Experience managing HRSA audits or manufacturer inquiries.Work Environment :
Hybrid work model may be available, depending on organizational needs.Occasional travel to contract pharmacy sites and conferences.May require extended hours during audit preparation or key reporting periods.Company Description
