The Senior Government Contract Pricing Analyst is a key contributor on a fast-paced federal contracting team supporting competitive, compliant, and strategic pricing development across ISN’s active and emerging opportunities. This role supports the full pricing lifecycle—from data analysis and model development to cost volume preparation—under the direction of the Director of Strategic Growth. The ideal candidate brings deep understanding of federal pricing principles, strong analytical and financial modeling skills, and thrives in a dynamic environment where priorities shift rapidly. This position requires precision, adaptability, and proactive communication to support complex, time-sensitive proposal efforts.

Key Responsibilities :

  • Develop detailed cost and pricing models for federal solicitations, including fully burdened labor rate build-ups, indirect rate applications, and multi-year cost projections.
  • Support pricing strategy execution by gathering labor, subcontractor, and rate data; preparing competitive analyses; and documenting key assumptions.
  • Prepare compliant cost volumes and Basis of Estimate (BOE) documentation in accordance with solicitation instructions and FAR / DFARS requirements.
  • Collaborate cross-functionally with capture, contracts, finance, and HR teams to ensure pricing accuracy, consistency, and compliance.
  • Perform analytical support as capacity allows , such as rate benchmarking, wrap-rate modeling, sensitivity testing, and pricing tool enhancements.
  • Conduct quality reviews of pricing deliverables to ensure completeness, compliance, and alignment with proposal narratives.
  • Assist with subcontractor cost evaluations for reasonableness, realism, and adherence to procurement regulations.
  • Contribute to continuous improvement of templates, pricing databases, and standard tools to enhance responsiveness under accelerated timelines.
  • Qualifications :

  • Education : Bachelor’s degree in finance, Accounting, Economics, Business, or related field.
  • Experience : 4–8 years of direct federal pricing experience in the GovCon environment, supporting proposals under IDIQ, BPA, and task order structures.
  • Technical Skills :
  • Advanced proficiency in Microsoft Excel (pivot tables, macros, formulas, and financial modeling).

  • Working knowledge of FAR, DFARS, CAS, and TINA .
  • Experience with extracting relevant competitive information from opensource materials.
  • Core Competencies :
  • Highly analytical with attention to detail and accuracy.

  • Organized, able to manage multiple concurrent tasks under tight deadlines.
  • Effective communicator, capable of working collaboratively across functions.
  • Flexible, self-motivated, and comfortable supporting ad hoc analytical projects as needed.
  • Preferred Qualifications :

  • Experience supporting pricing under GSA MAS (e.g., 54151S, 541611, 561611), OASIS+
  • Familiarity with price-to-win methodologies and competitive market analysis.
  • Prior exposure to DCAA / DCMA audit responses or indirect rate development .
  • Performance Metrics :

  • Accuracy and compliance of cost submissions.
  • Responsiveness and reliability in meeting proposal deadlines.
  • Quality and clarity of cost documentation and analytical outputs.
  • Contribution to improved competitiveness and process efficiency.
