We are seeking a seasoned Oracle EPM Planning Architect with a strong track record of delivering enterprise performance management solutions for public sector organizations. This role is pivotal in modernizing financial planning, budgeting, and forecasting processes across government agencies, educational institutions, and public health systems using Oracle's EPM Cloud suite.
Expertise with public sector financial processes, including encumbrance accounting, fund management, and grant tracking.
- Public Sector Solution Architecture : Design and implement Oracle EPM Planning and Budgeting Cloud Service (PBCS / EPBCS) solutions tailored to the unique needs of public sector entities, including fund accounting, grant management, and multi-year budgeting.
- Stakeholder Engagement : Collaborate with finance, IT, and program leaders across government departments to align EPM solutions with policy goals, regulatory requirements, and performance mandates.
- Compliance & Transparency : Ensure solutions support public sector reporting standards such as GASB, OMB Circulars, and other federal / state compliance frameworks.
- Integration Strategy : Develop integrations between Oracle EPM and legacy ERP systems (e.g., Oracle EBS, PeopleSoft), data warehouses, and external reporting platforms.
- Process Optimization : Lead initiatives to streamline budget formulation, scenario modeling, and workforce planning for public sector programs.
- Documentation & Governance : Maintain architectural standards, document solution designs, and provide guidance to delivery teams with a focus on auditability and transparency.
Deep expertise in Oracle EPM Cloud modules including Planning, Financial Consolidation and Close (FCCS), and Enterprise Data Management (EDMCS).
Proficiency in Smart View, Essbase, Calculation Manager, and Data Management tools.Experience with scripting (Groovy, SQL) and REST APIs for automation and integration.Strong communication and leadership skills, with the ability to navigate complex stakeholder environments.
