Assistant Human Resources Director

The Assistant Human Resources Director is responsible for the day-to-day supervision of the department's personnel. Support all County departments by assisting the Human Resources Director with risk management, employee relations, and personnel guidance.

Essential Duties

• Manages the HR employees with nominal guidance from the HR Director
• Assist the management team with interviewing, hiring, evaluations, discipline and / or termination of department personnel
• Administers personnel laws, county policies, and industry best practices
• Assist with budget preparations to include determining appropriate staffing levels and monitoring expenditures to ensure compliance with departmental budget
• Assist Human Resources Director with development and review of departmental policies
• Plans, directs, and organizes assigned activities with the Human Resources Director which include recruitment, classification, compensation, risk management, HRIS
• Manages the required reporting to the state and federal government
• Strategic planning with vendors on cost cutting measures and adherence to agreements
• Observe, and enforce strict adherence for confidentiality of all employee related matters
• Provide options for improving the department's functionality in all areas of services
• Make verbal and written presentations to the Commissioners Court
• Assist and provide leadership and direction in the development of short- and long-range plans and goal setting for the HR department
• Manages ADA requests, including verifying medical restrictions; work with employees, elected officials and department heads to identify reasonable accommodations
• Serve as HIPAA Privacy Officer
• Manage the professional development of HR staff
• Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds
• Remains competent, and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training
• Contributes to the overall success of the HR Department by performing all other duties and responsibilities as assigned.

Position Requirements

Bachelor's degree in Human Resources, Public Administration, or Business Administration and five years of increasingly responsible experience in Human Resources; Preferred professional certifications such as PHR, SPHR.

Skill or ability to : Organize and prioritize work to meet deadlines; effectively supervise staff members; teach others; maintain records; use word processing, spreadsheet functions, email systems and web-based programs; read and understand instructions; analyze and interpret data; effectively communicate in writing and verbally; work independently in the absence of specific instructions; and establish and maintain effective working relationships with elected officials, department directors, County employees and the general public.
