SUMMARY : The Engineering Director is crucial in leading the Engineering department's personnel and activities, covering development, capital improvement, planning, real estate, and construction divisions. With a strategic approach, this leader sets long-term organizational goals and develops policy and position papers. The Engineering Director offers technical leadership and mentorship to all department staff and maintains relationships with both internal and external stakeholders. To ensure the highest standards, codes, and regulations are met, this role collaborates closely with management and Board members, ensuring seamless coordination across the Authority's various departments, including field and plant operations, GIS, and asset management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to :

  • Directs and supervises duties of assigned supervisory and technical staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems, and recommending employee transfers, promotions, discipline and discharge.
  • Participates in various Board Committees, advising policy concerns, project status, change orders and budgetary impact.
  • Fulfills successfully the following leadership functions : safety, recruitment, learning and development, succession planning, employee relations concerns / resolutions, counseling, performance management, promotions, salary administration, policy development / adherence, ethics, budget preparation / adherence and disciplinary actions. Ensures employee issues are dealt with sensitively resulting in legal, fair, consistent and defensible actions.
  • Ensures design and construction compliance with local, state, and federal laws and policies, as well as internal policies and procedures. Requires management level responsibility for application and interpretation of policies regarding the provision of continuous enforcement of the laws and standards of public health and safety. Develops, implements, enforces, and analyzes engineering-department related policies and procedures, such as the Development Policy and Procedure Program and Alternative Residential Sewer policy, and institutes changes when necessary to achieve full compliance with regulatory requirements.
  • Monitors adherence to safety and security policies and implements changes when needed.
  • Assists with the development and implementation of the Authority’s short- and long-range Capital Improvements Program and water and sewer master planning, ensuring the necessary water and wastewater facilities are in place to support the current and projected needs of the service area thereby ensuring its conformation to BJWSA's vision. Monitors the status of the capital improvement projects regarding schedule and budget.
  • Manages developer and municipal infrastructure extension programs, ensuring the necessary water and wastewater facilities for the system extensions comply with local, state, and federal regulations and policies, as well as internal policies and procedures. Provides professional engineering direction and guidance in the construction, maintenance, and operation of utility facilities. Reviews, approves and provides technical assistance with engineering design plans and specifications for projects being developed by BJWSA and / or by others for eventual Authority ownership, ensuring proper design, good construction practice consistent with Authority construction guidelines, and ease of operation and maintenance.
  • Receives, reviews, prepares and processes various reports and documents to include pay requests, budget reports, financial reports, Board reports and construction progress reports.
  • Manages special projects as required.
  • Represents BJWSA at various meetings with engineers, consultants, developers, regulatory agencies, various political entities, contractors, community groups, etc. to provide information and assist in the resolution of problems. Establishes and maintains effective business relationships with customers, developers, and local municipalities.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS

EDUCATION and / or EXPERIENCE : Requires a Bachelor’s Degree in environmental, civil or mechanical engineering. Minimum of eight years of experience in the water / wastewater industry. Preferred five years’ experience at the management level required.

CERTIFICATES, LICENSES, REGISTRATIONS : Must be a licensed Professional Engineer in the State of South Carolina or obtain reciprocity within one year of hire. Must possess a valid driver's license.

Data Conception : Requires the ability to compare and / or judge readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Requires the ability to evaluate, deduce, and / or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Synthesizes or integrates analysis of data or information to discover facts or develop knowledge or interpretations; changes engineering and development related policies, procedures or methodologies based on new facts, knowledge, or interpretations.

Interpersonal Communications : Requires the ability of speaking and / or signaling people to convey or exchange information. This includes interacting with various departments on various levels to guide and direct activities, receiving direction and information from the Chief of Technical Services and management, and providing guidance and direction to subordinate staff members.

Language Ability : Requires ability to read and create a variety of documents, codes, regulations, policy and procedure manuals, maps, construction drawings, work orders, etc. using proper format, punctuation, spelling and grammar. Requires the ability to communicate effectively with the General Manager, Deputy General Manager, Chiefs, Board members, Leadership Team, department managers, supervisors, coworkers, customers, contractors, developers etc. with clarity, poise, voice control and confidence using correct English and well-modulated voice.

Computer Proficiency : Must be proficient with computer software including, but not limited to, word processing, spreadsheet, database, construction drawings, work orders and mapping. Must have strong keyboarding skills.

Intelligence : Requires ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Must be able to interpret and respond effectively to a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Must possess excellent analytical skills. Requires the ability to influence and manage teams, to learn and understand relatively complex principles and techniques, to make independent judgments in absence of supervision and to acquire knowledge of topics related to role and the Authority. Must have the ability to comprehend and interpret received information.

Verbal Aptitude : Requires the ability to record and deliver information, explain procedures, follow and give verbal and written instructions and counsel and teach employees. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.

Numerical Aptitude : Requires the ability to accurately utilize mathematical formulas, addition, subtraction, multiplication, division, calculate percentages and decimals, interpret graphs, and determine time and weight.

Writing Skills : Requires proficiency in written communication, particularly documentation of business practices and procedures.

Form / Spatial Aptitude : Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination : Requires the ability to coordinate hands and eyes when operating equipment and motor vehicles.

Manual Dexterity : Requires the ability to operate a variety of items : keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye / hand / foot coordination.

Color Discrimination : Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament : Requires the ability to deal with staff beyond giving and receiving instructions. Must be adaptable to perform in uncomfortable physical conditions and under stress when confronted with emergency situations, difficult personalities or tight deadlines. Incumbent may be subject to danger, risk or tension as a regular, consistent part of the job.

Physical Communications : Requires the ability to talk and / or hear (talking : expressing or exchanging ideas by means of spoken words; hearing : perceiving nature of sounds by ear).
