Budget Management Analyst

Budget Management Analyst I- $31.36 - $36.06
Specialized entry-level staff work in the preparation, implementation, and monitoring of departmental operating and capital budgets.
Budget Management Analyst II- $32.92 - $37.86
Specialized mid-level staff work in the preparation, implementation, and monitoring of departmental operating and capital budgets. Performs moderately complex budget, fiscal research, and management analysis.
Budget Management Analyst III- $36.30 - $41.7490
Specialized advanced-level staff work in the preparation, implementation, and monitoring of departmental operating and capital budgets. Performs complex budget, fiscal research, and management analysis.
Facilitates the development of public trust and confidence in the City.
This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

Budget Management Analyst I

- Performs routine budget preparation and analysis tasks.
- Assists in collecting and reporting data to support budget decisions.
- Reviews budgets for accuracy and suggests basic adjustments.
- Reviews and analyzes department budgets.
- Performs budget review and analysis for City departments.
- Other duties as may be assigned.
Budget Management Analyst II
Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations.Assists in the preparation of the annual budget for City Council approval.Assists in the annual budget production process, including budget planning, control, forecasting, preparation, publishing, and distribution.Monitors revenues and expenditures during the fiscal year to ensure budget compliance.Analyzes departmental budgets by reviewing budget requests of City departments; performs preliminary review of budget requests for accuracy and content.Coordinates the budget work of various departments; with thorough knowledge of departments' budgets, acts as a technical expert in specific budget areas, and represents the budget team at department meetings and official hearings.Reviews and analyzes department budgets and makes appropriate recommendations regarding budget requests, and presents budget recommendations to the Budget Director.Performs budget review and analysis for City departments.Other duties as may be assigned.Budget Management Analyst III
Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations.Assists in the preparation of the annual budget for City Council approval.Assists in the annual budget production process, including budget planning, control, forecasting, preparation, publishing, and distribution.Assists with analysis of all aspects of capital planning, including determining the impact upon the City budget in terms of debt service, operating expenses, and the tax rate.Provides research analysis of financial accounts.Monitors revenues and expenditures during the fiscal year to ensure budget compliance.Analyzes departmental budgets by reviewing budget requests of City departments with complex budget portfolios; performs preliminary review of budget requests for accuracy and content.Coordinates the budget work of various departments; with thorough knowledge of departments' budgets, acts as a technical expert in specific budget areas, and represents the budget team at department meetings and official hearings.Reviews and analyzes complex department budgets and makes appropriate recommendations regarding budget requests, and presents budget recommendations to the Budget Director.Leads projects and mentors junior analysts.Advises the Budget Director on strategies and other budget matters and issues.Advises on fiscal matters related to labor negotiations. Assists in collecting and reviewing data for the preparation of reports, agenda items, correspondence, and other documents related to budgets, including capital projects.Makes presentations on complex and sensitive budget and management issues to senior-level management; answers questions, makes budget projections, and provides supporting documentation.Other duties as may be assigned.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND / OR EXPERIENCE :
Budget Management Analyst I Graduation from an accredited college or university with an Associate's Degree in public or business administration, finance, accounting, public policy, economics, statistics, or a related field is required. One (1) year of experience reviewing, analyzing, and monitoring operating and / or capital budgets.
Budget Management Analyst II Graduation from an accredited college or university with a Bachelor's Degree in public or business administration, finance, accounting, public policy, economics, statistics, or a related field is required. Two (2) years of experience reviewing, analyzing, and monitoring operating and / or capital budgets, including analysis of reporting on management and programmatic issues having budgetary implications required.
Budget Management Analyst III Graduation from an accredited college or university with a Bachelor's Degree in public or business administration, finance, accounting, public policy, economics, statistics, or a related field is required. Four (4) years of experience reviewing, analyzing, and monitoring operating and / or capital budgets, including analysis of reporting on management and programmatic issues having budgetary implications required.
CERTIFICATES, LICENSES, REGISTRATIONS :
Budget Management Analyst III Certified Government Finance Officer (CGFO) preferred.
KNOWLEDGE, SKILLS & ABILITIES :
