Position Summary
Under broad guidance, the Operational Technology (OT) Cybersecurity Manager leads the design and implementation of robust cybersecurity strategies for industrial control systems (ICS) and supervisory control and data acquisition (SCADA) environments. This role ensures the security and integrity of critical operational technologies while aligning with HRSD’s Mission, Vision, and Values. The Manager provides long-term vision, strategic planning, and the execution of innovative programs to enhance organizational performance. Working in close collaboration with Operations leadership and IT Operations, the OT Cybersecurity Manager delivers secure, resilient solutions that safeguard HRSD’s core missions.
Education Required
- Bachelor's degree in engineering, cybersecurity, computer science or related field.
- Education equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience is in addition to any experience used to meet the education equivalency.
Experience Required
5+ years in ICS cybersecurity engineering and / or architectureStrong knowledge of ICS / SCADA systems, protocols, and architecturesExperience leading and working in team environmentsProficient in planning and managing OT projects and initiativesOperational knowledge of the Purdue ModelExcellent communication skills for technical and non-technical audiencesStrong interpersonal, analytical, and problem-solving abilitiesDesired

Assess ICS / SCADA systems for vulnerabilities and risks; recommend mitigations.Design and implement secure architectures with network segmentation, access controls, and secure data flows.Lead ICS / SCADA incident response, including containment, recovery, and post-event improvements.Oversee security patches and updates with minimal operational disruption.Provide staff training on ICS / SCADA security best practices; foster a security-conscious culture.Advise CISO on OT cybersecurity planning, resources, and priorities.Drive process improvements, mentor team members, and promote collaboration and inclusivity.Skills and Qualification Requirements
