SUMMARY OF DUTIES :

The Assistant Division Engineer (ADE) - Communications & Signals infrastructure is the front-line leader of the New England Communications and Signals West Sub-Division in all matters related to Safety, Quality, and Productivity. This position is responsible for overseeing an agreement and non-agreement workforce in the inspection, maintenance, and construction of all Communication & Signals infrastructure to ensure safe work practices are employed, work plans are executed efficiently and effectively, and that the infrastructure is maintained in safe and dependable condition.

ESSENTIAL FUNCTIONS :

  • Drive continuous improvement in safety performance through direct oversight of field activities, administration of effective efficiency testing, and taking a leadership role in the development of work plans. The successful candidate will lead by example in the safety arena and be a constant presence in the field where and when the work happens.
  • Ensure all Communication & Signals inspections are performed on-time and in compliance with Amtrak and Regulatory requirements and standard.
  • Provide technical expertise to ensure all work is performed in accordance with relevant standard, specifications, and guidelines.
  • Plan and monitor the daily / weekly work plans to ensure proper prioritization of work, efficient utilization of limited resources (track usage, force account, equipment, etc.) to ensure all aspects of the infrastructure meet or exceed current Amtrak standards and comply with all relevant regulatory requirements and standards.
  • Oversee all administrative activities of the sub-Division including, but not limited to, payroll and time-entry management, workforce scheduling, operating and capital budgeting, safety management, inspection scheduling and compliance, etc.
  • In coordination with Division Leadership, develop annual operating and capital investment plans that target critical priorities and drive improvement in the safety and reliability of the Sub-Division infrastructure.

MINIMUM QUALIFICATIONS :

  • 7 years of prior relevant experience required
  • Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree
  • Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules and Regulations
  • Demonstrated experience as a safety leader in a railroad, transit, or other safety-critical environment
  • Demonstrated experience successfully supervising and leading an agreement workforce
  • MIMINUM KSA (Knowledge, Skills, and Abilities) :

  • Proficient in the Microsoft Office Suite of tools (or equivalent)
  • Knowledge of railroad operations and maintenance / construction processes and procedures
  • Familiarity with Maximo (or similar work and asset management software) and timekeeping solutions employed in a unionized environment
  • Ability to lead and oversee the inspection, testing, maintenance, and construction of Communication & Signals Assets in accordance with FRA and / or railroad regulations and policies.
  • Ability to read, understand, and manage to an operating and capital budget
  • PREFERRED QUALIFICATIONS :

  • 9+ years of relevant experience preferred
  • 4+ years of relevant railroad operation management experience (i.e., ARASA Supervisory experience or higher) and a Bachelor's Degree in a relevant major.
  • Experience in Project Management, Program Management, Work and Asset Management
  • WORK ENVIRONMENT :

  • Position is responsible for 24 / 7 operation.
  • Available to work at various times to support railroad operations as needed including nights and weekends.
  • Combination of office and field environment working in all weather conditions.
  • Travel : 50% Field / 40 Office Responsibility.
  • The salary / hourly range is $141,000. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and / or long-term incentive plan compensation. If an applicant / employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.

    In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
