Overview
Project Contract Manager III at Alaska Native Tribal Health Consortium (ANTHC). Under limited supervision, coordinates engineering design services and construction services for ANTHC and the Division of Environmental Health and Engineering (DEHE) sanitation, energy, health facilities, and risk assessment projects. Provides management and coordination of engineering and construction contracts and task orders.
Responsibilities
- Lead the development of project scope and objectives; develop detailed work plans with milestones and assignment of tasks.
- Negotiate cost and contract terms; write Invitations for Bids (IFB) and Scope of Work (SOWs); prepare Notices to Proceed.
- Manage cradle-to-grave projects (planning, design, construction) and oversee design process to meet communities' needs within budget and schedule.
- Lead pre-construction meetings, participate in weekly construction meetings, monitor construction progress, process ASIs / RFIs, review pay applications, negotiate change orders, and prepare contract amendments and monthly status reports.
- Review contractor schedules and progress; provide corrective action recommendations for critical path delays.
- Coordinate technical design issues with DEHE groups, stakeholders, consultants, and communities; facilitate submittal and review comment flow.
- Assist in determining delivery methods and ensure compliance with project goals, policies, and applicable laws and permits.
- Direct contract administration, including performance, billing, payments, and amendments for consultant contracts and complex projects.
- Serve as lead contact for internal and external customers; mentor and guide other Project Managers within the department.
Qualifications
Minimum Education and Experience
Bachelor's degree in project management or related field.Progressively responsible professional work-related experience may be substituted on a year-for-year basis for college education.Minimum Experience Qualifications
Project Contract Manager I : 4 years of professional work experience in managing projects or related planning / design / implementation roles.Project Contract Manager II : 6 years of professional work experience.Project Contract Manager III : 8 years of professional work experience.Minimum Certification Qualifications
Project Contract Manager I : N / AProject Contract Manager II, III : Relevant certifications such as PMP or CDT; four additional years of project management experience may substitute for certification.Preferred Certification
