Organizational Unit Overview :
The Department of Parking and Transportation Services is an auxiliary service of East Carolina University. The department is within the Division of Administration and Finance and reports to the Associate Vice Chancellor of Campus Safety and Auxiliary Services. The department is responsible for the registration and identification of all vehicles operated by staff, faculty, students and visitors who utilize University Parking facilities. The department is also responsible for enforcement of the ECU Parking and Traffic Ordinance, and for collection of parking fines incurred when violations of the regulations occur. This represents the issuance of approximately 50,000 parking violations per year, registration and identification of 30,000 vehicles, and a collection of over $2.5 million in fees and fines. The department is responsible for the maintenance of all campus parking facilities, equipment and vehicles under their jurisdiction. This includes over 13,000 parking spaces, 200 individual and multiple spaces meters. The department coordinates and directs all parking and traffic associated with special events.
Job Duties :
Enforce parking by interpreting regulations, issuing parking citations, directing traffic, and towing vehicles. The PCO monitors use of the campus parking facilities and streets and enforces the parking and traffic regulations in accordance with the ECU Parking and Traffic Regulations. Any vehicle parked in violation of the campus regulations is issued a citation with appropriate fine and / or towed to an off-campus location in the expense of the owner. The PCO directs traffic and vehicular movement in regular and overflow conditions. In performance of this duty the PCO has the authority to remove vehicles by towing if necessary. Assignments to direct traffic will vary in complexity and duration from alleviating a congested traffic-way due to a disabled vehicle, to directing and routing for parking vehicular traffic involved with special events held on campus.
Provide parking information and directions to University employees, students, and visitors . This includes assistance when needed in the communications center. The PCO provides factual and precise information regarding parking and traffic regulations and policies, university and departmental policies, parking arrangements for special events, alternative parking options and locations, citation appeals process, vehicle registration fees, and building and department locations.
Assists with the training and evaluation of newly hired parking control officers. The parking control officer will assist new hires with orientation to the department and the services provided, telecommunications procedure, understanding of the parking regulations, public relations.
Work special event functions . The PCO is assigned special traffic and parking detail when special events are held on campus that involve buses and large number of vehicles. These types of events, sponsored by various departments on campus, are held year-round with the majority occurring during the academic year. Involvement in this type of duty occurs at the beginning and end of each semester when students move in and out of the residence halls. Duties may include help with setting up traffic cones and signage.
Maintenance of enforcement equipment and uniforms. Enforcement equipment, such as the two-way radio, license plate recognition system, hand-held cellular ticketing unit, state vehicle, electric patrol vehicle, traffic control devices, parking meters, signs, and uniforms are routinely inventoried and checked for maintenance needs. The PCO will assist with the completion of routine maintenance logs and necessary follow-up actions.
Maintain parking lots, garages, signage and equipment. Painting of parking lots and roadways. Supervision and coordination of maintenance and repair projects. Maintenance, installation, repair and cleaning of parking garage. Maintenance, calibration and repair of pay-by-space machines.
The barricading of parking lots, roadways and deployment of signag e as required by special events, maintenance and construction, and during times of campus emergencies.
Impound illegally parked or abandoned bicycles on campus.
Minimum Education / Experience :
High School diploma or equivalency and demonstrated possession of the competencies necessary to perform the work. Some positions may require valid N.C. driver's license.
