The New York State Office of Mental Health (OMH) is recruiting to fill a Human Resources Specialist 1, Grade 18 / Human Resources Specialist Trainee, NS position in the Center for State & Community Workforce Development & Human Resources, Bureau of Central Office Personnel Services. The incumbent will serve as the primary personnel liaison to their assigned program areas and will participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing and personnel management for administrative programs. The incumbent will independently plan, organize, conduct and coordinate their work which will include : position classification, staffing, exam planning, and the provision of technical and problem-solving assistance to managers and employees concerning personnel and related human resource issues. The incumbent will also work directly with control agency staff on issues relating to agency personnel programs. Specific duties to be performed may include, but are not limited to, the following :
Minimum qualifications under the NY HELPS Program :
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

The starting salary for this position will vary based on the selected candidate's education and / or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary : $56,655 (Human Resources Specialist Trainee 1), $63,180 (Human Resources Specialist Trainee 2), $67,119 (Human Resources Specialist 1, full performance level). For current New York State employees, the starting salary is based on the candidate's salary at the time of hire. Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
