Human Resources Specialist 1, Grade 18 / Human Resources Specialist Trainee, NS

The New York State Office of Mental Health (OMH) is recruiting to fill a Human Resources Specialist 1, Grade 18 / Human Resources Specialist Trainee, NS position in the Center for State & Community Workforce Development & Human Resources, Bureau of Central Office Personnel Services. The incumbent will serve as the primary personnel liaison to their assigned program areas and will participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing and personnel management for administrative programs. The incumbent will independently plan, organize, conduct and coordinate their work which will include : position classification, staffing, exam planning, and the provision of technical and problem-solving assistance to managers and employees concerning personnel and related human resource issues. The incumbent will also work directly with control agency staff on issues relating to agency personnel programs. Specific duties to be performed may include, but are not limited to, the following :

  • Participate in the administration of tasks pertaining to the appointment, assignment, and evaluation of employees of assigned program areas.
  • Plan, research, and implement recruitment efforts. Confer with program managers on staffing needs; assists in the identification of special recruitment needs (e.g., hard to fill and specialized titles); prepare job postings or reviews postings prepared by program staff for accuracy and completeness.
  • Develop and / or review requests for new positions, reclassifications, minimum qualification changes, earmark releases, increased minimum hiring rates, geographic differentials, and related classification and compensation matters.
  • Prepare and submit classification requests with supporting justifications for assigned program areas.
  • Assist in the development and maintenance of the examination program in cooperation with the Department of Civil Service.
  • As assigned, participate in and / or serve as a coordinator for a wide variety of human resources management related special projects including attendance and leave, labor relations, performance, probation evaluations, and process improvements.

Minimum qualifications under the NY HELPS Program :

  • Human Resources Specialist Trainee 1 (starting salary $56,655) : Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • Human Resources Specialist Trainee 2 (starting salary $63,180) : Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • Human Resources Specialist 1 (starting salary $67,119) : Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

    Transfer opportunity :

  • Candidates must have permanent competitive or 55b / c status as a Human Resources Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Human Resources Specialist 1 title; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law into the trainee levels (Human Resources Specialist Trainee 1 or 2).
  • 55b / c opportunity :

  • Individuals certified eligible for the 55b / c program under the Governor's Program to Hire Persons / Veterans with Disabilities pursuant to Section 55b / c of the Civil Service Law who possess a Bachelor's degree will also be considered.   • The starting salary for this position will vary based on the selected candidate's education and / or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary : $56,655 (Human Resources Specialist Trainee 1), $63,180 (Human Resources Specialist Trainee 2), $67,119 (Human Resources Specialist 1, full performance level). For current New York State employees, the starting salary is based on the candidate's salary at the time of hire. Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
