The Project Manager is responsible for managing a team of internal and external resources to define, plan, execute, monitor, and close out Land Development projects for a specific market to meet their sales, starts, and closing budget. The Project Manager may perform duties on specific phases of the Land Development projects or the entire project. The projects will meet the Land team's quality standards and budgets established by the Land Project Management Office (PMO). The Project Manager implements the Leadership Charter - establishes team congruency with the True Difference Culture; demonstrates leadership consistent with the True North Leadership (TNL) Platform; matures their Functional Platform. Demonstrates high levels of team function and ability to execute.

Identifies all required permits and submission process necessary for developmentEnsures due diligence tasks are executed prior to end of defined inspection periodManages site plan approval and rezoning process to obtain minimum design efficiency requirements in addition to desired lot sizes, density, and product requirements to meet Market's strategiesReviews due diligence materials with regard to assumptions, risks, and issues and make recommendation to Land Committee to extend due diligence period or proceed with projectEngages and leads design Trade Partners to ensure land development standards are being met in design and field work and sufficient progress is made regarding schedule and gate conformanceManages and tracks permit submittal packages and approvals necessary for development; influences plan and permit reviewers to achieve desired designs and gate conformanceGuides and coordinates the value engineering processOversees Trade Partner selection process through mutual gain negotiatingSubmits final construction budget, schedule, and Trade Partner agreements for approval.Monitors and controls schedules for all project activities through regular on-site meetings with Trade Partners and subcontractorsIdentifies, records, tracks, and resolves actual and potential issues in all phases of developmentEnsures communities are "Retail Ready" and adhere to maintenance and cleanliness standardsCoordinates, maintains, and reports the issuance of and tracking of capital and maintenance bonds in a timely manner to retire bonds at earliest possible instanceRecords and archives project documents and lessons learnedPresides over Lot Turnover process to sales teamProject Financial PerformanceDevelops accurate budgets using historical costs, contractor bids, and verified quantities on our established budgeting templates.
Plans, acquires resources, and delivers projects at or below budgets that are underwritten to meet project goals.Reviews change order requests for scope, cost, and schedule impacts and makes recommendations for approvalReviews invoices against contracts, work completed, and job cost reports.Identifies and oversees earliest opportunity to close and terminate development permits and bondsAdministrativeAssists Land Market Partner with reconciling the Transition Report with Development Schedule to verify lot delivery per Market's goals
Coordinates, maintains, and reports the issuance of and tracking of capital and maintenance bonds in a timely mannerWorks with Market Leaders on lot releases to SalesPerforms other duties as needed or requiredResults / Accountability :
Ensures team congruency with True DifferenceEnsures leadership congruency with Culture, People, and Platform (CPP) and TNL PlatformObtains land use entitlement and governmental agency approvals in a timely manner and makes available for reviewEnsures that utility companies are willing to serve proposed project and have sufficient capacity and infrastructure in placeEnsures accuracy of project budgets as defined by detailed estimates supported by unit rate cost historyEnsures that contracts include an agreed upon schedule addendum that reflects resource commitments, production rates, project critical path elements, and response to weather delaysEnsures that land use entitlement approvals, contracts and schedules are in conformance with the transition reportEnsures projected lot Sales Release and Projected Permit Availability schedule gate conformance meets budgetEnsures timely and accurate weekly, monthly and quarterly reports that meets documented communication plansEnsures job cost conformance to project’s approved Level III budgetEnsures community image is retail ready and in conformance with approved plans and documented standards of maintenanceQualifications :
Bachelor’s degree in engineering or similar technical degree and 5 years of land development project management experience OR 10 years of land development project management experience in a corporate setting requiredDetail oriented and superior analytical skills requiredCompetency in reading civil engineering drawings and performing material take-offsProficient in Microsoft Office and Microsoft Project or other scheduling software requiredValid driver’s license, current automobile insurance, and reliable personal transportation for occasional regional travelGeneral Requirements :
