As part of the Traffic Signal System Division in the Transportation Department, you’ll work with advanced technology that directly impacts how people move throughout our community every day. You’ll help maintain and improve the City’s computerized signal system, including fiber optic networks, traffic cameras, and communication equipment. The work is hands-on, technical, and varied—ranging from troubleshooting network and signal issues to assisting with system upgrades, timing plans, and preventative maintenance. This role is ideal for someone who values problem-solving, teamwork, and public service. You’ll collaborate with engineers, contractors, and state agencies, while also having the opportunity to lead projects and mentor others. Essential Tasks & Responsibilities : Assists with the daily operations, technical duties and functions, and general services of the Traffic Signal System Division of the Transportation DepartmentTroubleshoots and repairs electronic equipment and fiber optic network components related to the computerized signal system including servers, communications cable, ethernet switches, CCTV traffic surveillance cameras and video equipment Assists with the installation, relocation and maintenance of traffic signals, communications networks, control and monitoring devices, and peripheral equipment Maintains the database for the computerized traffic signal system Maintains system records, including network / fiber optic cable routing and splicing details, component / device assemblies, and related construction plans and specifications Assists with the Analyzing of current traffic signal operations and studies methods for improvement Consults with engineers and signal maintenance staff to resolve operational and / or network communications problems Assists with the reviewing and revisions to existing traffic signal timing plans and the development and implementation of new plans Uses complex test equipment to troubleshoot signal system equipment including ethernet switches, fiber optic cable and splicing. Performs preventive maintenance on computer system and peripheral equipment Tests and debugs new software and firmware associated with system operations Evaluates, tests, updates and assists in the consolidation of existing programs to assure efficient operations Assist with fiber optic cable system including pulling, splicing, installing terminating connectors, and interfacing with equipment. Provides division leadership and supervises subordinate staff Establishes and maintains communications with NCDOT Divisions 7,8, and 9 and NCDOT Safety Unit relative to traffic signal and system operations Coordinates division functions with other divisions, departments, contractors, utility providers, consultants, vendors and external agencies Prepares complex written technical correspondence, reports and specifications Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies. Required Qualifications High School Diploma with considerable experience in traffic signal system operations, maintenance, construction, computer programming, or telecommunications design. NC Driver’s License Required 3-5 years of experience IMSA Level I Certification Preferred Qualifications : Associate or Bachelor’s degree from an accredited college or technical school, with major work in electronics, computer science, engineering, engineering technology, or related field. Physical Requirements Hearing / Speaking - Expressing and / or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens and applicants. Visual Abilities – the ability to perceive via eyesight is required for this position : Acuity, far – clarity of vision at 20 feet or more. Both eyes 20 / 22 - R 20 / 25 - L 20 / 25 corrected. Acuity, near – clarity of vision at 20 inches or less. Both eyes 20 / 25 corrected. Depth perception – Three-dimensional vision. Ability to judge distance and space relationships so as to see objects where and as they actually are. Depth Perception - 4 Field of Vision – the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area. Accommodation – Adjustment of lens of eye to bring an object into sharp focus. This item is especially important when doing near-point work at varying distances from eye. Color Vision - Ability to identify and distinguish colors. All five aspects are judged to be important in carrying out the essential functions of this job. Physical Strength – degree of physical demands typically associated with this position include : Exerting up to 50 pounds of force occasionally, and / or 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Type of Physical Demands usually associated with this classification : Reaching, Handling, and Fingering : (Reaching - Extending the hand(s) and arm(s) in any direction). (Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved). (Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than the whole hand or arm as in handling). All above are requirements of this job. Worker must have manual dexterity in both arms and legs. Employee must reach to answer telephone, work with computer terminal, etc. Handles various forms, documents, pencils, pens, etc. requiring use of hands and fingers. Talking and / or Hearing : (Talking - Expressing or exchanging ideas by means of spoken word). (Hearing - Perceiving nature of sounds by ear). This is a clerical support position which requires contact with other City personnel and the public, so it is necessary for the employee to be able to communicate with people in person and by telephone. Mental Activity / Requirements Reasoning Ability to apply principles of logical thinking to a wide range of intellectual and practical situations and requests made by supervisor, other employees, or members of the general public; to comprehend and respond to a variety of situations in an expedient manner. Good judgment is important. Mathematics Ability Using Arithmetic : Ability to use arithmetic when working with records, reports, work sheets, etc. Using Statistics : Ability to complete statistical reports. Language Ability The ability to speak, read and write the English Language are required for this position. Read : Ability to read manuals, instructions, directions, report information, calendars, recording forms, file documentation, vouchers, correspondence, and various other documents relating to the job. Write : Ability to write memos and figures, take messages and make various reports. Speak : Ability to be conversant in voice and diction so as to participate in discussions with supervisor, other employees, and the general public in person, and by telephone and convey vital information to officers over the radio. Environmental Conditions Physical Surroundings The Worker is subject to Inside and Outside Environmental Conditions : Exposed to the various weather conditions and temperatures. The worker is required to work in extremely hot weather and extremely cold weather as well as in rain, sleet, snow, ice, fog, smoke, wind and lightning storms. This may require the individual to wear the same clothing and continue work for a period of time to exceed the normal work schedule in case of emergency. Worker is subject to other conditions such as pollen, creosote and other substances that may cause allergic reaction N. Hazards associated with the traffic signal industry. Worker will be working in or near traffic. Work is subject to final standards of OSHA on bloodborne pathogens.
