Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. We're seeking a motivated and visionary Data Analyst III (Data Management Supervisor) to lead the Records and Information Management (RIM) team within the IT Services Branch at LDS. Under the guidance of the LDS IT Manager, you'll play a pivotal role in driving innovative data strategies to elevate and transform our operations.

In this role, you'll spearhead complex data management projects, ensuring data quality, streamlined collection, and impactful visualization. You'll help define and execute an agency-wide data management strategy, contributing directly to our organization's growth and efficiency. As the supervisor, you'll have the unique opportunity to shape the future of data management in LDS by identifying new opportunities, optimizing processes, and inspiring your team to deliver exceptional results.

The position shall :

  • Lead data management activities related to LDS land development data and systems in collaboration with LDS business-side stakeholders, partner agencies, the business support group, and the Department of Information Technology (DIT).
  • Partner with business and management analysts and other stakeholders to develop associated workflow diagrams, process flowcharts, and other data management documentation.
  • Work in partnership with stakeholders to develop and implement data quality management plans; perform advanced data analysis, information design and analytics work; facilitate user requirement sessions and develop related user requirement documentation.
  • Support report and analytics product development; perform data analysis, data migration, and data presentation activities; support efforts to reengineer business processes to optimize the use of land development-related data; lead the development and administration of data governance frameworks.
  • Support the development of short and long-term LDS data management-related plans and identify appropriate data systems of record and sources of truth; identify and document data owners, stewards, users and related responsibilities; gather and document business data requirements; identify data sharing opportunities and strategies to minimize redundancy.
  • Lead the identification of data subject areas, data entities, attributes, relationships, information types, domains and constraints; lead implementation of initiatives aimed at improving data quality; track initiative progress and communicate progress updates to LDS leadership and partner agencies as needed.

This position shall comply with county, agency, and job specific training, including but limited to Emergency Management and Safety related courses. This position shall continually seek to expand safety knowledge through training, mentoring, self-study, or other methods of continuous learning; clearly communicate safety expectations to employees within work unit; resolve safety-related matters in a timely manner; and comply with safety programs and guidelines.

    Illustrative Duties

  • Mentors the work of lower-level data analysis, providing work counseling, guidance, and training as needed;
  • Develops data standards, analytic schemas, and complex data models to ensure complete, correct, accessible and shareable data for information technology development projects;
  • Gathers and documents business data, information, physical, and analytics requirements;
  • Assists with planning and facilitating user requirement sessions for data analysis, data standardization, and data ownership;
  • Analyzes business forms, reports, processes, practices, and procedures;
  • Develops structured diagrams, including data flow, entity life cycle, hierarchy,

  • entity / relationships, conceptual schemas, and association matrix diagrams;
  • Designs and runs database queries to assess or validate data;
  • Performs data cleansing and transformations to assess data quality;
  • Supports data testing and analysis for initiatives of high complexity.

    Required Knowledge Skills and Abilities

  • Considerable knowledge of information systems and the components that process data; Considerable knowledge of the principles, practices, and methods related to information architecture;
  • Knowledge of data modeling mapping, cleansing, extraction, exchange, manipulation, and load principles;
  • Extensive knowledge of business process analysis and redesign;
  • Some knowledge of business intelligence and information system design principles;
  • Some knowledge of services-oriented architecture, object-oriented application development, data integration, data exchange protocols, or XML schema design;
  • Skill in leading meeting participants toward consensus;
  • Skill in designing and presenting conforming, efficient, and unambiguous models and diagrams of complex reporting and information systems;
  • Ability to help stakeholders effectively resolve issues related to cross-agency data sharing, usage conflicts, and data inconsistencies;
  • Ability to translate technical terminology into simple language and concepts;
  • Ability to train employees in the use of data access tools.

    Employment Standards

    MINIMUM QUALIFICATIONS :

    Graduation from an accredited four-year college or university with a degree in Information Technology, Information Systems, Computer Science, Business Administration, or related field and coursework in analytics, biosystematics, biology, information architecture, engineering, library science, statistics, sociology, demographics, and / or marketing, Plus five years analysis of data and information experience in an academic, data administration, or business data analytics environment that involves using data modeling, database consolidation, ad hoc query, or business intelligence tools, relational databases, metadata, XML schema design, and / or taxonomy.

    NECESSARY SPECIAL REQUIREMENTS :

    The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

    PREFERRED QUALIFICATIONS :

  • 2+ years of experience managing and directly supervising a group of data management professionals.
  • 2+ years of experience developing and leading agency-wide data management initiatives (e.g., establishing data governance, creating data standards, or implementing enterprise data systems).
  • 3+ years of experience in transforming data management practices across multiple divisions or sections (e.g., modernizing processes, improving data quality, or aligning disparate systems)
  • 3+ years of experience using Microsoft SQL Server for data warehousing or business intelligence purposes.
  • 5+ years of experience working with a large data warehouse and complex or undefined data sets.
  • 5+ years of experience working with large datasets (e.g., millions of records), including cleaning, transforming, and ensuring data accuracy and consistency for reporting or analysis.
  • Certified as a Project Management Professional (PMP) or equivalent.
  • PHYSICAL REQUIREMENTS :

    Ability to lift / move equipment up to 60lbs with assistance. Dexterity and visual acuity to operate computer driven equipment. Sufficient mobility to provide support to customers generally in an office environment. All duties performed with or without reasonable accommodations.
