Job title : Lead Business Analyst

Location : Richmond, VA

Contract : 7 + Months

Note :

Candidate must be able to work on-site at Richmond, VA (local candidates only)
Candidate must have previous VA Dept of Transportation experience

Key Responsibilities :

Team Leadership & Support

Lead, guide, and mentor a team of business analysts, fostering collaboration, consistency, and knowledge sharing.

Assign, prioritize, and oversee team workloads to ensure optimal performance and timely project delivery.

Conduct regular peer reviews and provide coaching to help team members meet project objectives and deadlines.

Requirements Management

Oversee the elicitation, analysis, and documentation of business requirements to ensure accuracy, completeness, and alignment with business needs.

Lead the creation of detailed business process documentation, user stories, and acceptance criteria to support system enhancements and new initiatives.

Ensure consistent use of requirements management tools, templates, and methodologies across the team.

Stakeholder Engagement

Act as the primary liaison between business stakeholders, IT, and development teams to maintain alignment and clarity throughout the project lifecycle.

Collaborate with project managers, product owners, and other key stakeholders to prioritize backlogs, mitigate risks, and ensure smooth project execution.

Facilitate workshops and meetings to capture business needs and provide regular project updates to senior leadership.

Reporting & Quality Assurance

Monitor and track progress across multiple projects, ensuring deliverables meet quality standards and deadlines.

Conduct regular reviews of team outputs—such as user stories, process flows, and requirements traceability—to ensure alignment with business objectives.

Lead efforts in user acceptance testing (UAT) and validation to confirm solutions meet business requirements before deployment.

Collaboration & Cross-Functional Alignment

Collaborate with IT teams, vendors, and external consultants to ensure business requirements are accurately translated into technical solutions.

Drive cross-functional initiatives that align business goals with technical implementation strategies.

Qualifications

Bachelor's degree in Business Administration, Information Technology, or a related field.

7+ years of experience as a Business Analyst, including at least 3+ years in a leadership or mentoring capacity.

Strong expertise in Agile methodologies (Scrum, Kanban), including experience managing product and sprint backlogs.

Proven ability to translate complex business requirements into clear, actionable documentation (e.g., user stories, acceptance criteria).

Exceptional communication and interpersonal skills, with the ability to collaborate effectively across teams and departments.

Demonstrated expertise in process modeling, root cause analysis, and process improvement initiatives.

Strong analytical and problem-solving skills, with the ability to leverage data for insights and decision-making.

Experience working with enterprise-level systems and multi-module applications.

Proficiency in tools such as Jira, Azure DevOps, or other requirements management platforms.

Experience with statistical tools and data analysis is a plus.

Professional certifications such as CBAP , CSPO , or PMP are preferred.

Skills & Competencies

Strong leadership and mentoring capabilities.

Advanced analytical and problem-solving skills.

Deep understanding of Agile frameworks (Scrum, Kanban).

Excellent organizational and multitasking abilities to manage concurrent projects.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and process mapping tools.

Experience with Application Lifecycle Management (ALM) and automated testing tools is a plus.

Communication - Effectively conveying ideas to both technical and non-technical teams at various levels of an organization

Stakeholder Management - Ablity to build and maintain working relationships with key stakeholders within the organization

Support - Guide and help experienced professionals in achieving their goals and support in removing obsticles.

Business Analysis - Expert level knowledge in business analysis functions (requirements, stakeholder management, testing, etc)
