Contract Manager
The Contract Manager (serving as a professional negotiator) will be responsible across all of Independence Health System and their affiliates for negotiating best pricing terms and all other components of tactical contracts, and will collaborate with various business leaders, major vendors and business partners. The Contract Manager will perform procurement assignments of a complex nature, requiring substantial experience in assigned categories / commodities using appropriate procurement policies and procedures. The Contract Manager is responsible for strategically reducing acquisition costs within a defined category of hospital spend and for serving as a primary procurement point of contact to all hospital departments / staff as assigned. The Contract Manager is responsible for reducing costs through effective supplier negotiations, cost modeling (including the use of spend analytic software) and the ability to sell cost reduction proposals.

Key Responsibilities of the Contract Manager
Negotiate the most favorable contract terms and conditions as well as best available prices, from vendors for all purchases and services. This requires the sourcing, bidding, negotiating and awarding of major commodity and capital contracts for a wide array of both clinical and non-clinical products and / or services.Review, interpret, edit and execute all contract documents to include but not limited to, legal terminology of the terms and conditions along with proposals and quotes.Source, research and develop competitive proposals from both approved and potential vendors. Attempt where possible to standardize on equipment, furnishings and products.Maintains close working relationship with GPO affiliates and properly aligns contracts to ensure best pricing is obtained across the entirety of the Independence Health System.Execute within the guidelines of the capital purchasing process for Independence Health System, the authority to sign and execute purchase orders, statements of work, contracts and agreements. This includes developing and issuing RFI, RFP and RFQs, bid analysis, placing orders, expediting deliveries and coordination of material installation with hospital departments, contractors, and vendors.Ensures that the procurement process is completed in an accurate, timely manner.Oversees vendor selection for all supply chain needs.Consults with department managers to determine product, equipment and service needs.Consults with vendors to evaluate new products / services, review new contracts, negotiate discounts, rebates, and price and delivery terms.Resolves any issues relating to invoicing, backorders, stock outs, substitutions, product recalls, discrepancies and receiving for the respective areas of responsibility. This also includes communication with those related departments, managers and directors.Directs Independence Health System Value Analysis committee process to provide and present cost containing initiatives to the committee to include but not limited to product demonstrations, preparation and presenting cost savings opportunities and product conversions. This also involves the standardization of products and services throughout the Independence Health System networks to ensure cost savings and contract consistency.Develops cost analysis, which are used by various departments and finance for deciding the financial impact of new products and services that have been trialed by departments for system wide use. Maintain actual vs. budget records for the duration of the project and reports them on a regular basis to Department Managers and / or Directors and Vice Presidents.Maintains the records for all product information.Approves acceptable substitutes, order cancellations, discontinues items, pricing and delivery date revisions.Assertively utilizes all available information systems for identifying cost reduction opportunities.Analyzes and evaluates various purchasing reports to ensure that departmental policies and objectives are met.Negotiates and maintains all vendor contract files including service contracts.Develops and provides cost analysis for decisions regarding financial impact of new products and services.Actively participates in renovation / construction projects within their area of assignment.Conducts other supply chain activities as assigned by the Director of Supply Chain Management.Accountable for the coordination, collaboration and execution of contracts for Independence Health System.Requires the coordination and management for activities of others necessary to ensure that Independence Health System receives optimum results from supply expenditures by combining volumes to recognize significantly lower costs for. This includes but is not limited to strategic supplier relationships and achieving enhanced economies of scale and cost performance.Competency and Experience [Knowledge, Skills and Abilities] Required Qualifications / Experience
Bachelor's Degree in Related Field.One(1) to three (3) years of experience in procurement, cost reduction experience in a large-scale enterprise, progressive purchasing / contract supply chain experience.Strong leadership ability, good organizational skills, independent and critical thinking skills, sound judgment, and knowledge of legal aspects and liability of nursing practice.Strong ability to communicate complex and / or controversial topics and concepts to a wide and diverse audience.Preferred Qualifications / Experience
Master's Degree in related field preferred.Experience in Healthcare setting.Certified purchasing manager (CPM) or equivalent credentialing is preferred.License, Certification & Clearances
