Program Manager (Value Stream Leader)

The Program Manager (Value Stream Leader) is responsible for supporting deal creation, overseeing proposal preparation, applicable Gate Reviews, supporting negotiations, initial contract start-up, establishing and supporting regular customer status meetings, and coordinating with the McKinney and remote based support teams, matrixed functional support teams, and ensures timely completion of department level goals, development / delivery milestones and engineering services efforts.
This position includes management of integrated product team (IPT) leads, various functional supporters, and matrixed report program management employee(s) to ensure all contract, technical, and programmatic requirements are met. Understanding of product licensing structures, capture management experience, and experience transitioning IRAD to a licensed product a plus.
This position is an ONSITE role located in our McKinney, Texas facility.
What You Will Do?
With entrepreneur @type approach, focus on proliferating the Night Cover system integrity capability externally and internally using existing funding channels to develop product test readiness maturity, and ensure high-rate manufacturability of product and sustainability.
Partner with business unit Technical Director to develop and maintain roadmaps to show opportunities for growth of Night Cover business and re-structuring of complimentary capabilities into the Night Cover product line with conversion into integrated capabilities.
Convert night cover pursuit transitions to licensed contracts of hardware and SW solutions.
Work with VSL management, Business Development, Chief Engineer, and Contracts to develop product specific licensing approaches to accelerate deal closure and license delivery to customers.
Ensure planning, pre-briefs and readiness for external customer meetings and internal Gate reviews.
High collaboration with business development and travel to customer locations marketing Night Cover capability and high engagement with customers to understand their most intimate needs and shape messaging to highlight Night Cover value.
Determine internal investment needs, and develop business cases and strategy to obtain internal investment and illustrate sales and profit projections to ensure the right investments are being made.
Ensure success of RESHAPE program by achieving results leveraging the assigned Program Manager to the RESHAPE program, working intimately with customers, resolving any design issues, and instilling customer confidence in the overall Night Cover capability.
With focus on customer intimacy, maintain frequent engagements with the customer such that any open issues are getting attention quickly, with frequent follow up and management meetings for connection points with customer management team to ensure communication is early and often and that a scheduled meeting is not the only avenue for notable updates to the customer.
Make and justify capital requests.
Generate complete monthly forecasts, brief to program management leadership, and hold to forecasts and develop plans to offset any unfavorable shifts to forecast.
Generate complete annual operating plans (AOP), and present program management leadership the final recommendation for alignment and feedback as necessary, takes an active role in supporting leader with generation of strategic financial plans (SFP).
Identify financial risk and opportunities, and develop mitigation plans to risks, and opportunity enhancement plans for opportunities.
Profit and Loss for selected portions of the Night Cover Portfolio, including oversight of RTX company investments (IRAD, CFR, ARs, etc.).
Monitor Program performance relative to plan and make necessary adjustments to ensure program requirements are met.
Travel at minimum 40%.
Qualifications You Must Have
Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience.
Technically savvy business leader with program management experience and the ability to lead at a high level, and achieve results through a matrixed team and become one of the lead ambassadors and knowledge experts on the Night Cover product capability; customer base, market needs, and utilize this knowledge to grow the business.
Professional experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
Experience with the identification of program technical risks and opportunities at both the system and component level with effective mitigation / handling plans.
Ability to reach across the organization, into manufacturing, engineering, subcontracts and other functional organizations to build an IPT that supports growing program to next level of test and manufacturing readiness.
Proven experience of building and facilitating a culture of openness, respect, active listening while also driving accountability and results.
Effective customer management skills, listens to customers and is a partner with them in making recommendations and paths forward that customer can evaluate and re-direct when needed.
Direct experience in managing multi-contracts and subcontracts of various @types and complexity, as well as experience in supporting a multi-vendor environment is required.
