Job Title : Entry-Level Street Maintenance Worker
This is an entry level position that involves semi-skilled manual labor in street and park maintenance and routine unskilled labor; involves street maintenance, park maintenance, construction and other labor related activities. This position reports directly to the Streets / Parks Crew Leader and works under the general supervision of Field Operations Supervisor.
Essential Job Functions
EXAMPLES OF ESSENTIAL JOB FUNCTIONS :
- Drives City vehicle and picks up trash, limbs and empties trash barrels; drives City vehicle pulling a trailer.
- Mows grass with a push / riding lawn mower; trims weeds with a weed eater; applies chemicals as necessary.
- Operates equipment in street, parks and recreation maintenance such as push mowers, small riding mowers, weed eaters, bush hog mower, chipper, hedge trimmer, gas powered cut saws, chain saws, blower, garden tools, roller, loader, back-hoe, bucket truck and tractor mower.
- Trims tree limbs as necessary; installs holiday decorations in trees in the city parks and on light poles in rights of way.
- Repair and / or replace street signs; prepares, and patches street potholes.
- Cleans, washes and waxes vehicles and equipment; performs general maintenance on equipment such as changing oil and blades, and grease fittings.
- Wears all required safety equipment and follows proper safety procedures.
- Fills out reports for employee activity, equipment and vehicle maintenance, and inventory control.
- Performs other duties as assigned.
EXAMPLES OF NONESSENTIAL JOB FUNCTIONS :
Loads and unloads by hand, asphalt, mulch and dirt.Plants trees and shrubs.Assists in the set-up and takedown of traffic control elements and site cleanup pre and post city sponsored events or events the city participates in such as the Light Up Lake Lillian and Christmas parade (1st Saturday and Sunday of December), Trunk or Treat (Saturday before Halloween) and Founder's Day (1st Saturday of May).SERVICE : Reports to work at the assigned time and place in the proper uniform with the assigned personal tools and equipment required to complete all essential and non-essential job functions. Proceeds with job functions unless otherwise instructed or assigned.

Has direct contact with employees of other departments, in person, over the telephone and through written correspondence.
Must communicate clearly and courteously to assist others in person, by phone, two-way radio, and through written correspondence.

Reading and understanding posted weekly work schedules and proceeding with securing the tools, equipment, and supplies need to accomplish the assignments after receiving the day's assignment.Operating a truck, bending, stooping and picking up trash, limbs and other debris; lifting items from ground; carrying debris to the truck and placing it in the back; mowing or using other maintenance equipment. Visually and audibly detecting hazards.While standing and / or walking slowly, twisting at the waist with weed eater attached to side by a shoulder harness. Standing and operating weed eater in a manner constantly aware of dangers to the operator, people nearby, property and traffic. Walking for long periods of time to trim weeds along road edges, buildings, trees, ponds while holding the weed eater with both hands. Manually fills the fuel tank with gas / oil mixes, following manufacture's written specifications. Visually and audibly detecting malfunctions of equipment.Operating small hand-held tools and equipment in park maintenance, including but not limited to edger, shears, lopes, pole saws, gas trimmers, push and riding lawn mowers. Using both hands to operate a chain saw in the removal of dead trees or broken limbs (stands, bends, leans, and walks for long periods outdoors). Responsible for proper care of equipment, safety to employee, co-workers and the public.Spraying a variety of chemicals in the control and management of weeds, fungus and pest infestations. Manually pours and mixes chemicals into designated containers according to label and supervisor's directions which are written and oral, respectively. Constantly observing strict safety regulations which includes the proper use of safety equipment.Using a 20 - 30-pound gas powered cut-saw, cutting asphalt and preparing street potholes for repair. After cutting the asphalt a manually operated pick is used to pick out the asphalt and lime rock or other base material. A shovel is then used to remove loose material from the area to be repaired. Asphalt tack is then carefully applied to the area. Hot mix asphalt is then placed in the area and rolled into place.Operating a riding or push lawn mower. Unloading the mower off the trailer or manually lifting off the back of the truck, approximately 4 feet high. Checking and refilling fuel and oil. Mowers are cranked as follows :Push Mower - using one hand move the throttle lever to choke position. Making sure mower is level and is not on anything that is not meant to be mowed. Follows written and oral directions from manufacturer and your supervisor.Riding Mower- checks mower carefully following the preventative maintenance check list; correcting discrepancies; looks in all directions and makes sure there are no present or perceived dangers before cranking the unit; cranks the unit according to written manufacturer's directions. Observes area for danger before engaging blades. Manually operates controls and levers (uses both feet to operate clutch and braking mechanisms).Cleaning assigned vehicle inside and out. Checking headlights, wipers, and other equipment, including checking safety equipment, cones, flasher, and first aid kit. Cleaning and sweeping floors, in work area, checking and wiping off benches and sink in lab area. Wiping off tools to remove dirt and grime.Wearing all property safety equipment and operating all equipment within manufacturer's guidelines. Visually and audibly checking at all times for possible hazards and equipment malfunctions.Neatly and thoroughly filling out the forms while seated in a vehicle or at a desk.WORK ENVIRONMENT : This position, in conjunction with current city operations, normally works a four ten-hour day work week from Monday through Thursday and is required to participate in the "On-Call Rotation Program" for after hour emergencies or unexpected service needs. This position is considered to be an "essential employee" and is required to report for work for any declared emergency or major disaster. Maintenance workers work usually in teams of two or three. Sometimes teams are combined to accomplish a task. All tools are shared with other employees. A vehicle is assigned on a daily basis for use during normal work hours. The location of work is 98% outside in all types of weather conditions, over all types of terrain and obstacles. Performs a number of tasks within street right of ways, on the street, in median strips and road edges. When using all types of lawn mowers, weed eaters and blowers large amounts of dust, pollen and debris are put into the air. Dust masks are issued to assist breathing. Equipment is manually operated. The exceptions are the gas-powered equipment (i.e. : mowers, weed eaters and blowers). Employee is occasionally supervised at the job site by the immediate supervisor. There is quick access to an immediate supervisor via cell phone.
Minimum Qualifications
1. Three to six months manual labor experience in lawn maintenance and / or street repairs. 2. Or an equivalent combination of skills and experience. 3. Must possess a valid Florida Driver's License, Class B CDL required within 1 year.

RESIDENCY REQUIREMENTS : No residency requirement; must have access to a telephone.
SAFETY EQUIPMENT : Hard hat, reflective traffic vest, safety glasses, ear protectors (earmuffs or plugs), back brace, and gloves, protective garments, raincoat, rubber boots, clothing and gear (as needed). Hard-soled, steel-toed shoes are required, but not provided.
