Summary

King County Metro Transit is seeking an amazing leader to manage, supervise and direct the Rail Traction Power section of Light Rail. The ideal candidate will have extensive knowledge of light rail operating systems and exceptional progressive leadership skills. Under the leadership of the Rail Maintenance Manager, this Superintendent will ensure that safety procedures for maintaining high voltage and passenger delivery systems are followed precisely and that the work unit continues to excel and provide excellent customer service.

The Rail Division

King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service and City of Seattle's streetcar system. Link light rail currently spans a 33-mile route from SeaTac to Lynnwood and a 6.6-mile route from Redmond to South Bellevue. By the end of 2026, light rail is projected to expand to nearly 60 route miles, adding seven new stations. Additional expansions to the Link system will be coming online for years to come.

    Job Duties

    Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. The Rail Power Superintendent is expected to model and apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

    As a Rail Power Superintendent, you will :

  • Provide strategic leadership in developing, implementing and managing programs and staff within the Rail Traction Power section. Direct work, plan and oversee maintenance and repair operations and quality control of Rail Traction Power. Inspect and resolve technical issues related to Power transmission, OCS (overhead Contact System), TPSS (Traction Power Substation) and other electrical projects; perform final inspection and acceptance of highly complex projects.
  • Ensure that work being performed meets generally accepted safety and quality standards and follows operating policies and procedures. Evaluate section and implement and manage quality assurance and quality improvement programs.
  • Coordinate the execution of electrical work with other agencies, utility companies, engineering firms and contractors; ensure compliance with all contract and work specifications.
  • Supervise employees responsible for the maintenance and repair of the Traction Power electrical systems and other equipment of the light rail system. Motivate and empower staff to utilize best practices to get work completed in a challenging environment.
  • Determine staffing needs, manage employee hiring processes, and establish work performance standards, conduct performance evaluations and take corrective actions when appropriate, issue decisions in grievances, and work with labor union to resolve labor issues.
  • Maintain harmonious working relationships with multiple collective bargaining units and ensure consistent application of labor policies, contract provisions and hiring guidelines; fulfill required responsibilities in grievance and arbitration processing and adjudication.
  • Provide guidance and direction to subordinate Chiefs and other staff concerning complex or sensitive issues and problems; review existing operational and administrative policies and procedures and recommend improvements or modifications to higher-level management.
  • Provide supporting data and recommendations to management in the formulation of the Light Rail operating and capital improvement budgets; manage and administer the rail maintenance budgets; authorize expenditures within designated authority level; monitor budget and maintain expenditures within approved levels; manage and administer vendor service, supply and other related contracts as required.
  • Stay abreast on industry standards and ensure work group is well informed.
  • Participate and represent Light Rail in a wide variety of internal and external work groups, project teams, committees and task forces.
  • Manage relationships with other authorities having jurisdiction (i.e. Fire, Police, other agencies)
  • Drive between different Rail facilities, as needed.
  • Perform other duties as assigned.
  • Experience, Qualifications, Knowledge, Skills

    Minimum Qualifications :

  • One year of experience working in a traction power department with a strong electrical background
  • One year of experience with and knowledge of light rail operating systems, including the principles, components, and industry standards for maintaining systems, equipment, and facilities.
  • One year of experience managing a department budget and knowledge of workforce planning and budget administration
  • One year of experience establishing and maintaining effective working relationships, developing staff, conflict resolution and building effective teams. Knowledge of human resource management and supervisory principles.
  • One year of experience working with and / or negotiating with organized Labor. Knowledge of the principles, practices and techniques of Labor relations that include interest-based or collaborative Labor negotiations as well as grievance and arbitration processes
  • Knowledge of the full scope of local, state and federal codes and regulations that apply to the maintenance and repair of light rail systems and equipment.
  • Knowledge of the components and functionality of power distribution, communication, electrical and related systems
  • Ability to be flexible and adaptive in dynamic team environments
  • Skill working cross-functionally with individuals and groups of diverse backgrounds and authority levels
  • Exceptional supervisory, progressive leadership, communication and interpersonal skills
  • Skill handling multiple competing priorities, remaining cool and holding things together under pressure.
  • Skill in use of automated maintenance management information systems, personal computers, word processing, spreadsheet, database management, presentation and similar applications.
  • The most competitive candidates will also have the following desirable qualifications :

  • Experience managing relationships with other jurisdictional authorities (i.e. Fire, Police, or other agencies)
  • Knowledge and experience working with high voltage rail operation systems
  • Knowledge of Metro Transit Light Rail operating systems
  • Operational knowledge and supervisory experience in a public transit agency
  • Necessary special requirements :

  • A valid Driver's License and an acceptable driving record. If you possess an out-of-state driver's license, you must obtain a WA state license within 30 days of hire.

    Selection Process

    In addition, this recruitment's selection process may be used to establish an eligibility list to fill future openings in this classification and within this division over the next year (12 months) and will be utilized at the discretion of the hiring authority.

    Work Schedule

    This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not eligible for overtime pay, if scheduled. The work schedule is normally a 40-hour work week which requires the ability to work 7am to 3pm, Monday through Friday, or otherwise advised. This role also requires the ability to work on-call and on holidays.

  • And any future Sound Transit Link facilities
  • Employees must reside in Washington state and within a reasonable distance to their worksite to respond to workplace reporting requirements.
