UTILITY CONSTRUCTION MANAGER
DUTIES AND FEATURES OF THE POSITION :
The incumbent in this position will manage the County’s General Labor & Equipment Contract which is structured to complete scheduled critical utility repairs and upgrades, as well as respond to emergency situations involving damaged or failed utility systems. The employee will perform a variety of expert technical tasks related to utility condition assessment, system life-cycle analysis, design upgrades, capacity retrofits, and construction inspection. This position requires performing work on an on-call basis in response to emergency repair situations in addition to regularly scheduled utility upgrades and repairs. Work is performed both in the field and in the office and is performed independently with general oversight of the Department Manager / Director or their designee.
EXAMPLES OF WORK :
Responsible for managing the County’s General, Labor & Equipment Contract including execution of all planning, construction, financial and accounting requirements related to the contract; examples of work to be performed in this role include developing and implementing utility asset construction, maintenance and upgrade strategies that best serve the public and align with overall County objectives; performing risk assessment regarding utility asset life cycles including analyzing, managing and mitigating risks associated with utility assets; establishing specific work scopes for utility repairs, upgrades, and replacements including sequence of operations; overseeing and directing all utility construction work and associated restoration, including providing troubleshooting recommendations where necessary; procuring site topographic surveys; completing site improvements and restoration for pump station and utility sites including grading, drainage, and pavement installation; completing permit applications when necessary for utility upgrades / replacements; participating in annual County budget process related to utility asset upgrade budgeting; maintaining comprehensive project documentation including scoping, design and construction documents; implementing quality and cost control related to upgrade and repair construction work; ensuring all construction activities comply with applicable local, state and federal codes and regulations, and safety requirements; performing task close-out activities including documentation of as-builts for integration into the County’s GIS network and budget balancing; advertisement of the General, Labor & Equipment Contract on a rolling 2-3 year basis and associated procurement of a Contractor qualified to perform all necessary work; the approximate breakdown of workflow is 80 percent field work and 20 percent office work; performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :
Must have expert working knowledge and experience in civil, mechanical and / or electrical systems as it relates to the working components of a wastewater pump station; experience with hydraulic analysis related to pump and pipe sizing and sewer network configuration; comprehensive knowledge of pump station design / knowledge including utility component layout, wet well, pumps, alarms, piping, valve vaults, bypass systems, and instrumentation controls; general knowledge of and experience with geotechnical and structural systems, including deep trench excavation and structural support systems; general knowledge of concrete design and construction including foundations, piers, vaults, falsework, structural reinforcement, slabs, and flatwork finishing; working knowledge of GIS-based utility networks; working knowledge of construction scheduling software; familiarity with the regulations and permitting requirements of the Delaware Department of Transportation, Delaware Department of Natural Resources and Environmental Control, and the Delaware Sediment and Stormwater program as administered by the Sussex Conservation District is desirable; ability to perform thorough research; ability to lead and conduct construction and contract progress meetings; ability to interpret and apply technical standards; ability to lead and supervise the work of others; excellent problem solving skills; ability to establish and maintain effective working relationships with representatives from other agencies, staff, department heads, and the general public while demonstrating a strong work ethic.
QUALIFICATIONS :
Minimum of a Bachelor’s Degree in Engineering related to Civil, Structural, Geotechnical fields or equivalent; registration as a Delaware Professional Engineer (PE) preferred or PE License issued by another state with the ability to obtain Delaware PE; OSHA 30-hour DOL certification or the ability to acquire; minimum of six (6) years of progressively responsible experience meeting the required knowledge, skills and abilities; proficient in Microsoft Office (Outlook, Word, Excel), knowledge of CAD-based software such as AutoCAD; excellent verbal and written communication skills; excellent customer service and organizational skills; supervisory experience required.
