SCOPE :
The Eligibility Housing Specialist is responsible for interviewing, investigating and verifying, submit to review, the eligibility of residents in CMHA Housing. Following waiting list in accordance to preference, date and time, in sequence order. The vacant units must be in compliance with HUD housing program rules and regulations when filling units. This position reports directly to the Manager of Asset Management Services.
ESSENTIAL DUTIES AND RESPONSIBILITIES :

- Complete and maintain accurate and compliant resident files in On-base database or equivalent software. (Includes verifications, eligibility, denial, withdrawn, etc. correspondence.)
- Generate waitlist twice monthly and select from the waitlist based on the Admissions Continued Organization
Plan.
Review, monitor and update online waitlist applications daily.Sort waitlist and create and schedule face to face applicant briefings once per month and update changes in Yardi system, to determine eligibility status.Obtain and verify family composition and employment income, including, but not limited to, collecting and reviewing birth certifications, marriage license, social security cards, income, assets and other necessary documentation under HUD rules and regulations.Obtain criminal background checks as requiredProcessing of applicant files to determine eligibility status and updating by online or mail correspondence.Scanning all correspondence in relation to the eligibility process in resident file (On-base) and maintaining a notation in the Yardi program system.Effectively prepare for CMHA eligibility hearing (includes preparing hearing packets with necessary documentsrelated to the request of hearing) in advance of the scheduled hearing appointment.
Contact eligible applicants (date / time / bedroom) sequence, offering housing unit availability.Schedule viewing of apartment appointment with the property management team based on schedule availability.Bi-annual purge of Asset Management waitlist and updating applicant files based on response.Complete weekly report updating activities related to eligibility of applicants and leasing of units.Attend leasing meetings as scheduled, prepare information in advance of meeting to communicate to CMHA departments.Consistent communication with make ready coordinator, asset management and other departments as it relates to leasing of apartments.Maintain 98% or better monthly leasing rate.Maintain confidentiality at all times; andPerform additional duties as assigned.QUALIFICATIONS :

Working knowledge of Fair Housing Laws, Low Income Public Housing, Asset Management Rent Calculation- certifications, and Leasing;Strong math, analytical, oral and written communication skills;Proven ability to conduct research, coordinate multiple projects, solve problems, prepare / update supporting documentation and maintain records;Demonstrated ability to work independently as well as part of a team, to exercise tact and diplomacy and maintainconfidentiality;Ability to work under pressure and successfully meet deadlines;Excellent decision-making, interpersonal and time management skills;Proficient in Microsoft word and excel programs;Must be able and willing to travel to all company locations, if needed, to carry out duties and responsibilities associated with compliance;Ability to interpret Rules and Regulations;Ability to do presentations to a diverse audience;Prepare basic correspondence, organizational skills, and file organization;Ability to handle shifting and multiple priorities in a fast paced, growth environment; andExperience working with diverse groups, i.e. staff, residents, outside contacts.EDUCATION / EXPERIENCE / CERTIFICATIONS :
Minimum Associate Degree with two (2) years' experience in Affordable Housing;Bachelor's degree preferred or equivalent experience of three (3) years' Affordable HousingPHYSICAL DEMANDS AND WORK ENVIRONMENT :

OTHER : The candidate must possess and maintain a valid driver's license in state of residence, and maintain an insurable driving record under the terms and conditions of the CMHA auto liability policy. The candidate may have no more than 6 accumulated points in 3 consecutive years.
