Transit Planning Manager

Play an integral role in the growth of the GoRaleigh Public Transportation System and become a key member of our Transit Division management team. The Transit Planning Manager will lead the development of long-range planning initiatives for the transit division including, shaping the implementation of the Wake Bus Rapid Transit (BRT) program of projects.

In this role, you'll lead the development of multimodal solutions through planning, design and construction of capital infrastructure projects with an emphasis on public transit. You'll have the opportunity to collaborate with multi-departmental team on providing transportation solutions that provide mobility options for the community and our customers. The position will be responsible for various aspects of managing the Wake BRT program of projects including, providing technical guidance to planning, design and engineering consultants, and effectively communicating with internal and external stakeholders about project decisions. This position reports directly to the Assistant Director of Transportation-Transit, offering an opportunity to learn from a leader and make an immediate impact to the growth of the public transit services offered to the community.

We're looking for a passionate public transit professional to join the Transit Division management team. In this role, you'll leverage your knowledge of transit services, planning, operations to guide the planning, design and implementation of transit capital infrastructure. In this role, you'll have ownership of implementing the first BRT project in North Carolina and here is what you'll bring :

  • Effective communications : Strong written and verbal skills, including public speaking to explain complex technical details to community and transit users.
  • Design and detail oriented : An eye for designing multimodal solutions with transit users in mind and detail oriented to provide key technical guidance to design and engineering consultants.
  • Strategic planning : Can look at the big picture and chart a path forward to implement and manage a complex program of capital infrastructure projects.
  • Experience riding transit : Practice what you preach, having experience in being a transit user provides the best opportunity to understand challenges and develop solutions.

The Transportation Department Transit Division seeks to provide quality public transportation to Raleigh and surrounding Wake County municipalities. Our goal is to increase mobility options and access for all users of the transportation system. The Transit Division works closely with the other key functions of the Transportation Department including, Mobility, Infrastructure and Strategy and Streets and Right-of-Way Maintenance to provide transportation solutions for Raleigh, Wake County and Triangle area residents and visitors.

In this dynamic role, you'll play a key part in leading the development of transit capital infrastructure and oversee a program that will increase high-capacity mobility options within the region. Here's what you'll do :

  • Provide program management and oversight of design and engineering of transit capital infrastructure projects.
  • Develops strategy, goals and priorities, manages initiatives, and provides advanced technical guidance related to process, standards, policies and regulations to implement transit capital infrastructure projects.
  • Develop and deliver presentations to elected officials, board members and the public, prepare and / or oversee the preparation, maintenance, and / or distribution of correspondence, reports, documents, system information, and other related communication material.
  • Serve as liaison with other departments, internal and external stakeholders, boards and the public to effectively communicate program and project updates.
  • Evaluate program needs and required improvements to existing program; monitor compliance, planning and design quality standards; recommend and implement program enhancements.
  • Supervise transit staff including conducting performance evaluations, coordinating training, and implementing hiring, and discipline and termination procedures.
  • Education and Experience : Bachelor's Degree in Transportation Planning, Urban / Regional Planning, Transportation Engineering, or related field; 7 to 9 years' experience in supervisory level transportation, urban or regional planning, transportation engineering, project management, or related work OR Any equivalent combination of training and / or experience that provides the required knowledge, skills and abilities may be substituted

    Licenses or Certifications :

  • Valid North Carolina Class C Driver's license with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Preferred Qualifications :

  • American Institute of Certified Planners (AICP)
  • Knowledge, Skills and Abilities :

  • Transit best practices, trends and emerging transit technologies
  • Project management principles and practices, including program administration and coordination
  • Principles and practices of strategic planning, long-range planning, critical thinking and analysis
  • Applicable Federal Transit Administration, state and local laws, codes, regulations
  • Customer service principles
  • Supervisory principles, practices and techniques, including coaching and leading the work of others
  • ADA and Other Requirements :

    Physical Effort : Sedentary : Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and / or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.

    Work Environment : Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor or street environment, a shop or warehouse environment and in or around vehicles.

    Work Exposures : Employees may occasionally be exposed to Individuals who are hostile or irate, extreme cold (below 32 degrees), extreme heat (above 100 degrees), moving mechanical parts and / or loud noises.
