The General Manager provides strategic leadership and operational oversight for the Confederated Construction Company, which consists of two primary divisions : Civil Construction and Communications. This role is responsible for planning, directing, and coordinating all activities across both divisions to ensure projects are delivered on time, within budget, and to the highest quality standards. The General Manager serves as the primary representative of CCC, communicating objectives and activities to the Tribe, as well as to state, city, local government agencies, and industry partners.
A. Develops and executes an annual work plan that aligns with the objectives of the Tribe and supports growth in both divisions.
B. Oversees day-to-day operations for Civil Construction and Communications projects, ensuring adherence to schedules, budgets, safety, and quality standards.
C. Negotiates contracts and agreements subject to CCC management approval.
D. Purchases or leases equipment, materials, and supplies as needed, and manages vendor relationships.
E. Implements and oversees an equipment maintenance program, ensuring timely repairs and minimal downtime.
F. Prepares and manages annual operating and capital budgets.
G. Estabalishes policies, procedures, and performance metrics for both divisions.
H. Supervises, trains, and evaluates all CCC employees, as well as contract and temporary personnel, fostering a positive and productive work environment.
I. Ensures compliance with tribal, federal, state, and local labor laws, safety regulations, and environmental standards.
J. Oversees quality control measures to ensure all projects meet specifications and client expectations.
K. Prepares, reviews, and approves estimates, proposals, and formal bids for both civil and communications.
L. Develops and maintains a pipeline of projects through business development and client relationship management.
M. Coordinates cross-division collaboration to maximize efficiency and resource utilization.
N. Performs other duties as assigned by supervisor.
A. _Supervision Received_ : Operates with a high degree of independence, reporting to the Tribal business management leadership or designated authority.
B. _Supervisory Responsibilities_ : Directly supervises all CCC employees across both divisions, as well as contracted and temporary staff.
A. _Education_ : Bachelor’s degree in Construction Management, Civil Engineering, Telecommunications, or related field preferred.
B. _Experience_ :
1) Minimum 10 years of experience in civil construction, including excavations, grading, and utility / pipeline work.
2) Minimum 5 years of senior management experience in construction, preferably overseeing multiple divisions or specialties.
C. _Skills & Abilities_ :
1) Language Skills : Strong verbal and written communication skills; able to read, analyze, and interpret technical documents, contracts, and government regulations.
2) Mathematical Skills : Proficient in performing calculations and measurements using various units; accurate with cost estimating and budget tracking.
3) Computer Skills : Proficient in Microsoft Office Suite (Word, Excel, Outlook) and construction management software.
4) Reasoning Ability : Strong analytical, time management, and organizational skills; capable of integrating multiple project objectives while maintaining attention to detail.
5) Interpersonal Skills : Proven ability to lead diverse teams, foster collaboration, and resolve conflicts; culturally sensitive with excellent problem-solving skills.
6) Job Knowledge : Comprehensive understanding of civil construction principles, communications infrastructure, and project management best practices.
