You will serve as the Director for Marine Engineering Group in the Naval Systems Engineering and Logistics Directorate of the NAVAL SEA SYSTEMS COMMAND (NAVSEA).
Duties
You will be responsible for the integration of Hull, Mechanical, and Electrical (HME) control systems, including cybersecurity, across surface ships, aircraft carriers, submarines, submersibles, and vehicles.
You will be responsible for establishing technical requirements, standards and specifications.
You will ensure and certify that naval and federal ships, submarines, and vehicles meet marine engineering and machinery system operational requirements to execute their assigned missions.
You will provide leadership and guidance of technical authority execution, stewardship, business operation and workforce talent management for the marine engineering competency.
You will develop national strategic solutions supporting all Navy and federal surface ships, aircraft carriers, submarines, submersibles, and vehicle design, integration and systems engineering.
You will set and maintain technical authority policies and procedures to strengthen NAVSEA technical authority and RSE competency and oversee execution of technical authority by Technical Warrant Holders.
You will engage in risk assessment and resolution of significant technical issues and those issues, which cannot be resolved at lower levels.
You will ensure technical and programmatic products, solutions and service support Navy readiness, total ownership cost, schedule and safety of operations.
You will negotiate and foster organizational and technical competency relationships with Navy laboratory and other field activities, universities, and contractors.

You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
May be required to successfully complete a 1-year SES probationary period.
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
