MetaPhase is seeking a Project / Product Manager for a public facing .gov website. You will manage scope, schedule, budget, risk, and vendor coordination, while also owning product vision, roadmap, and backlog. You will guide discovery and delivery with an Agile approach, ensure compliance with Section 508 and federal standards, and partner with stakeholders to ship accessible, secure, and performant features that meet mission outcomes.
What you will be doing :
Own the schedule, milestones, dependencies, and release planningManage scope, budget, staffing mix, burn rate, invoices, and deliverable acceptance, provide monthly status reportsBuild and maintain a transparent roadmap and prioritized backlog, translate discovery into epics and user stories with acceptance criteriaRun Agile ceremonies, standups, sprint planning, reviews, and retrospectives, align capacity and velocity with prioritiesDefine success metrics and KPIs, for example task completion, core web vitals, accessibility conformance, adoption, and satisfactionLead stakeholder engagement, facilitate working sessions and demos, publish clear status updates and decision logsCoordinate with COR and CO on task orders, contract modifications, and option exercises, maintain RAID and change control logsEnsure Section 508 and WCAG 2.2 AA conformance, align with USWDS, plain language, and 21st Century IDEASupport security and privacy reviews, ATO inputs, configuration management, and release governanceGuide user research planning, usability testing, and feedback channels in partnership with UX and contentTranslate analytics into decisions, partner on DAP and Google Analytics where permitted, Siteimprove, and measurement plansCoordinate cross team delivery with vendors and partner agencies, define RACI and escalation pathsMaintain product documentation, product briefs, requirements, and release notes, ensure traceability from goals to outcomesWhat we need from you (required) :
7+ years leading digital projects or products, including 3 or more years as a product manager for web platformsProven success delivering public facing websites at scale, roadmap ownership, and iterative releasesFederal experience working with COR and CO, deliverable management, contract reporting, and task order planningStrong Agile practice, story writing, estimation, backlog refinement, release planning, and risk managementWorking knowledge of accessibility practices, Section 508 and WCAG 2.1 or 2.2 AA, in partnership with design and engineeringFamiliarity with USWDS, modern web stacks, CI / CD concepts, and DevSecOps collaborationProficiency with Jira and Confluence or similar tools, plus roadmapping tools such as Aha or ProductboardExcellent communication and facilitation skills, able to translate between mission, policy, and technical teamsBonus points (desired) :
PMP, PMI ACP, CSM, SAFe PO PM, or CSPOExperience with CMS platforms used by federal agencies, for example Drupal 10 or headless approachesAnalytics for government sites, DAP and GA4 where permitted, Siteimprove, dashboarding, and A B testingFamiliarity with FedRAMP services, ATO documentation, privacy reviews, and change management boardsWork setup & travel :
Hybrid - based in Washington, DC. Occasional travel may be required.Clearance & education :
