Director Of Animal Services

Under the direction of the Senior Director of Administrative Services, the Director of Animal Services plans, directs, and oversees all operations of the City's Animal Services Department, including Animal Control, the Animal Shelter, and community animal welfare programs. This position provides strategic leadership, ensures compliance with laws and regulations, and promotes humane care, adoption, and community engagement programs.

DISTINGUISHING CHARACTERISTICS : This is a senior management position responsible for the overall leadership of Animal Services, including enforcement, sheltering, veterinary services, and public education. The Director works with executive leadership, community stakeholders, and partner agencies to advance innovative animal welfare and public safety initiatives.

Duties and Responsibilities

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

Strategic & Administrative Leadership

  • Directs and administers all operations of the Animal Services Department, including Animal Control, the Animal Shelter, and community outreach programs.
  • Develops and monitors the department budget; prepares reports and presentations for City leadership.
  • Establishes departmental goals, policies, and operating procedures aligned with City objectives.
  • Tracks and reports performance metrics such as intake, outcomes, live release rate, response times, and volunteer engagement.

Animal Shelter Operations

  • Oversees daily shelter operations to ensure humane housing, enrichment, and medical care for all animals.
  • Directs adoption and rescue programs to maximize positive outcomes for animals.
  • Ensures compliance with state and national standards of care, including controlled substance management.
  • Prepares for and manages large-scale intakes, hoarding cases, and emergency sheltering.
  • Prepare and maintain a variety of daily and monthly records and reports; order and purchase supplies for the animal shelter.
  • Supervise the use, care, and operation of various equipment including vehicles and specialized animal control equipment.
  • Animal Control & Field Services

  • Oversees enforcement of City ordinances and state laws regarding animal welfare, public health, and rabies control.
  • Directs investigations into cruelty, neglect, nuisance, and dangerous animal cases.
  • Ensures Animal Control Officers are properly trained and equipped for safe, professional operations.
  • Impound, quarantine and dispose of animals as appropriate; monitoring health conditions; provide basic treatment to injured animals; transport animals to veterinarian for treatment; euthanize unclaimed, wounded or sick animals; provide animal adoption services.
  • Investigate reports or complaints of dogs, cats or other animals creating nuisances and take appropriate action; follow up on reports of animal bites; prepare and monitor live animal traps as needed.
  • Issue citations and notices to appear for violations of city ordinances; respond to public inquiries regarding domestic and wild animals; complete complaint cards including outcome(s).
  • Coordinates with Police, Code Compliance, and City partners as necessary.
  • Community Engagement & Partnerships

  • Serves as the spokesperson for Animal Services; responds to media and public inquiries, in conjunction with the city's marketing team.
  • Develops public education initiatives on responsible pet ownership, spay / neuter, TNR, and rabies prevention.
  • Builds partnerships with rescue groups, veterinarians, schools, and community organizations.
  • Expands volunteer, adoption, and foster engagement opportunities.
  • Coordinates volunteers who work in the shelter, and all tours and fieldtrips to the shelter.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Staff Leadership & Development

  • Supervises and evaluates staff including managers, officers, technicians, and volunteers.
  • Recruits, trains, and develops personnel; promotes staff wellness and professional growth.
  • Review the work of assigned employees for accuracy of reports, proper work methods and techniques, and compliance with applicable standards and specifications.
  • Fosters a positive organizational culture of compassion, accountability, and excellent customer service.
  • Compliance, Safety & Risk Management

  • Ensures departmental compliance with federal, state, and local regulations including euthanasia, rabies control, and DEA requirements.
  • Manages legal and risk issues related to dangerous dog cases, animal seizures, and shelter operations.
  • Maintains accurate records and submits required reports to state and federal agencies.
  • EMPLOYMENT STANDARDS :

    Knowledge of :

  • Principles and practices of animal services, animal sheltering, and animal control.
  • State laws and local ordinances governing animal welfare, rabies control, and public health.
  • Texas Dept. of Health and Federal Drug Enforcement regulations regarding animal control procedures.
  • Modern animal welfare trends including TNR, foster programming, and enrichment standards, including humane animal collection methods and practices, including the use of live animal traps.
  • Budget preparation, financial management, and data reporting.
  • Principles of supervision, leadership, and organizational development.
  • Principles of supervision and training.
  • Methods and techniques used in euthanizing of animals.
  • Behavioral characteristics of both domestic and wild animals, including various breeds of dogs, cats and other domestic animals.
  • Familiarity with Shelter Records Management Systems, as well as basic principles and procedures of record keeping.
  • Operational characteristics of animal control equipment and tools.
  • Occupational hazards and standard safety practices.
  • Ability to :

  • Develop and implement policies, programs, and long-range plans for animal services.
  • Interpret and apply laws, regulations, and policies related to animal welfare.
  • Communicate effectively with elected officials, staff, volunteers, animal welfare organizations, media, and the public.
  • Build effective partnerships with community stakeholders and outside agencies.
  • Lead and motivate staff in a high-stress, emotionally demanding environment.
  • Analyze complex issues, prepare clear reports, and make sound decisions.
  • Interpret and apply Federal, State and local policies, laws, and regulations.
  • Independently perform the most difficult animal control tasks and activities.
  • Interpret, explain and enforce department policies and procedures.
  • Operate a variety of equipment in a safe and effective manner.
  • Safely care for and handle all types of animals, enforcing animal regulations.
  • Humanely euthanize animals, in accordance with state laws.
  • Understand and follow oral and written instructions.
  • Requirements

    Education, Training and Experience :

  • Bachelor's degree in Public Administration, Business Administration, Veterinary / Animal Science, or a related field; plus at least two (2) years of experience in municipal animal sheltering, animal control, or closely related field. OR
  • In lieu of a degree, at least eight (8) years of progressively responsible experience in municipal animal sheltering, animal control, or a closely related field, including a minimum of three (3) years in a supervisory or management role.
  • Equivalent combinations of education and experience may be considered.
  • Licenses and Certificates :

  • Must have a valid driver's license.
  • Certified Animal Welfare Administrator (CAWA) designation preferred;
  • Certified by the Texas Department of State Health Services as an Animal Control Officer or ability to obtain certification within 1 year of employment.
