Laboratory Manager - Arcata Location
SUMMARY :
Under the direction of the Chief Clinical Officer, the Laboratory Manager supervises, and coordinates activities of lab workers engaged in performing waived, moderate, and high complexity testing for the clinic laboratory. These tests obtain data for use in diagnosis and treatment of diseases. The performance of this job includes the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Level I :
- Responsible for the development and oversight of all laboratory operations.
- Provides oversite of Laboratory Assistants, and Clinical Laboratory Scientists.
- Ensures technical proficiency and training documentation of all laboratory personnel. Resolves issues related to competency of laboratory services personnel.
- Work with site supervisors to ensure time and attendances are adhered to along with resolution of staffing / scheduling issues.
- Interviews and hires Laboratory Personnel.
- Formulates laboratory job descriptions.
- Evaluates Laboratory Personnel performance and competency evaluations.
- Responsible for the ordering and procurement of laboratory equipment and supplies.
- Evaluates the performance of tests, quality control, safety, compliance with regulations and reporting of results.
- Provides oversight of laboratory technical issues and resolution of complicated or unusual issues.
- Responsible for maintaining a current CLIA and a current State of California Laboratory Certificate at all laboratories locations.
- Selects and oversees a quality Proficiency Testing program that is commensurate with the services offered.
- Resolve technical problems and ensure remedial actions are taken whenever test systems deviate from established policies and procedures.
- Verifies the test procedures performed and establishes laboratory test performance characteristics, including the precision and accuracy of each test.
- Evaluates and recommends an HHS approved proficiency testing program that is commensurate with the service offered.
- Responsible for safety issues in all UIHS laboratory sites.
- Develops, implements, and monitors a quality control program for UIHS laboratory testing appropriate for testing performed.
- Monitors and evaluates compliance with Federal, State, and local regulations. Responsible for preparation of site inspections (i.e., accreditation, Clinical Laboratory Improvement Amendments -CLIA and California Department of Public Health Laboratory Field Services).
- Writes and implements Policies and Procedures that pertain to Laboratory testing and issues.
- Consults with medical providers regarding laboratory science and technical issues as needed.
- Attends section meetings and other assigned meetings (i.e., Infection Prevention, Safety, Clinical Executive Committee, etc.).
- Adheres to accreditation and compliance standards / guidelines.
- Maintains a professional, organized, and clean working environment by following organizational policies, guidelines, and safety standards.
- Evaluates the performance of tests, quality control, safety, compliance with regulations and reporting of results at each laboratory site.
- Oversees the ordering of tests reagents, controls, and other materials to ensure efficient use and appropriate inventory.
- Collaborate with Infection Prevention, Safety, Human Resources, and Compliance for quality assessments and improvement.
- Responsible for all aspects of the relationship between UIHS and reference laboratory
- Responsible for scheduling the work hours for lab staff and for scheduling staff coverage for the labs at all other clinics.
- Responsible for all aspects of the Electronic Health Record as it pertains to the Lab.
- Responsible for all aspects of the Laboratory Information System.
- Must be willing to learn more about the American Indian / Alaska Native (AI / AN) culture and attend at least one Cultural Presentation / Training per year.
- Performs all duties in accordance with UIHS Mission, Vision and Guiding principles.
Laboratory Manager Level 2 —all of the above duties and in addition :
Coordinates and conducts education and training programs for medical staff and clinic personnel.Assists in the development of section policy, procedures, and quality improvement activities within the clinic as directed.Participates in at least one annual quality improvement project.SUPERVISORY RESPONSIBILITIES :
Supervises subordinate laboratory staff at all clinic sites.Responsible for the direction, coordination, and evaluation of Laboratory Services.Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS : To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION / EXPERIENCE : Educational degrees must be from a US Department of Education accredited school.
Level 1 :
Graduate of a four-year university or college with a bachelor’s degree, and possess a or able to sit for the California License as a Clinical Laboratory Scientist (CLS), Medical Technologist (MT), or Medical Laboratory Scientist, preferred; orAmerican Society for Clinical Pathology Certification (ASCP) as a Medical Technologist (MT) or comparable certification (i.e., military, or other professional certification such as AMT or AAB); withAt least three (3) years’ experience in any of the above-mentioned areas may be accepted; andAt least three (3) years’ experience in a hospital or clinic that preforms moderate and high complexity testing with supervisory responsibilities.Level 2 – above mentioned and :
Master’s degree in a related life science (i.e., clinical laboratory science, chemistry, biology, biochemistry, etc.)At least seven (7) years’ experience in a hospital or clinic that preforms moderate and high complexity testing with supervisory responsibilities.COMPUTER OPERATIONS :
Advanced personal computer skills including electronic mail, word processing, spreadsheet, database, graphics, etc.Experience with Electronic Health Record (EHR) and Laboratory Information System (LIS) is essential; Two (2) years preferred.Preferred Experience with NextGen and / or TELCOR Labdaq.LABORATORY EQUIPMENT :
Experience with Hematology, Chemistry, Molecular, and Endocrinology AnalyzersMolecular diagnostics performing Real Time PCRPreferred Experience with Abbott 4100, Sysmex Analyzers and / or Perkin Elmer Equipment.LANGUAGE SKILLS :
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.Ability to write reports, business correspondence, and procedure manuals.Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
