Job Description :

Under the supervision of the Division Managing Director, oversee and manage Single Family Programs, including the front-end of mortgage lending operations and special programs; oversee the management of the Housing Affordability Services (HAS), and as part of the division leadership team provide general leadership guidance over the Emergency Rescue Mortgage Assistance (ERMA) program funded through the Homeowner Assistance Fund (HAF), and other government funded single-family programs; supervise work performance of assigned staff members; coordinate the preparation of agenda items; participate in the development of new programs and ensure implementations comply with program rules and funding source requirements; and perform related duties as assigned.

Job Responsibilities :

Oversee Single Family programs, including special programs in compliance with HMFA established guidelines and any and all relevant state and federal regulations. Perform tasks necessary based on Divisional goals to achieve the objectives of the Single-Family programs.

Provide supervision of subordinate staff; assign, review, and establish performance goals. Instruct subordinates in the performance of their work to ensure compliance with HMFA policies and procedures and provide feedback; conduct staff training where required. Review work for completeness, accuracy and compliance.

Oversee the front-end mortgage operations process from originations to purchase for all Single-Family consumer lending programs, including oversight of the underwriting and loan purchasing teams.

Develop Key Performance Indicators (KPIs) to measure staff productivity, gauge training needs, and provide feedback. Incorporate KPIs into division and staff goal setting and performance reviews.

Oversee the HAS unit; provide leadership guidance and support to the manager of the day-to-day tasks involved in HAS administration, and rentals and sales / resales of units in HAS developments; lead the planning, organization and direction of HAS activities.

Along with other division leaders, provide guidance and support to manage the ERMA HAF unit; assist in managing day-to-day tasks involved in ERMA / HAF administration, client loan applications, and other ERMA / HAF activities as appropriate.

Ensure that all activities performed by the HAS unit are completed in accordance with the Uniform Housing Affordability Controls (UHAC) with respect to regulatory housing administrative requirements. As directed, oversee HAS Compliance Officer activities.

Manage the front-end operations of government funded special projects; ensure that all activities performed comply with state or federal guidelines approved by the responsible government entity and HMFA Board members.

Represent the Division at meetings within the Agency and with outside parties and report the progress of major concerns.

Prepare and coordinate the preparation of HMFA Board Agenda items.

Assist in the creation, development and implementation of new programs; research issues, monitor responses, prepare correspondence, participate in outreach and make recommendations. Ensure that program implementation complies with correlating guidelines, program rules and funding source requirements.

Under the guidance of the Division Managing Director, design and implement housing policy, programs and special initiatives.

Review and analyze existing single-family division programs to determine what revisions, if any, are needed to ensure program efficiency, effectiveness, and marketability.

Perform related duties as required.

Minimum Requirements :

Education / Experience : Four (4) years college degree; extensive related experience and five (5) years of supervisory experience; or an equivalent combination of both education and experience that meets the required knowledge, skills and abilities.

Skills : Thorough knowledge of the laws and regulations governing HMFA.- Thorough knowledge of the principles and practices of mortgage banking, underwriting mortgage loans, modifications and construction lending.- Knowledge of Single-Family programs is preferred, including First Time homebuyer program, FHA rules, and HAS, or equivalent program administration experience.- Thorough file management, loan servicing, funding procedures and consumer lender and public outreach.- Ability to execute changes in a highly regulated environment and the ability to provide timely and accurate information to HMFA senior management.- Ability to plan, organize and supervise the work performance of others.- Ability to effectively plan, develop, and implement comprehensive administrative programs.- Ability to communicate effectively, orally, in writing, and actively listen.- Ability to simultaneously accomplish multiple assignments.- Ability to interact tactfully and diplomatically with HMFA, State and Federal officials, professional / technical groups and the general public.- Ability to maintain a positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.

Physical Demands : Non-physical

Working Conditions : General office environment. Some light travel is required to attend meetings away from the office.

Certificates & Licenses Required : A valid driver's license in the state in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
