Assistant Operations Manager for the Naval Air Systems Command (NAVAIR) Metrology Calibration (METCAL) Program. The position is located at the
Calibration Standards Ready Issue Activity (CSRIA) Warehouse in Beaufort, SC .
Responsibilities and Tasks: - Assist the Calibration Standards Ready Issue Activity (CSRIA) Operations Manager in identifying CALSTDs Packaging, Shipping, Handling and Transportation (PHS&T) requirements, initial configuration, inventory requirements and Financial Improvement and Audit Readiness (FIAR) requirements.
- Develop a reliable, sustainable, inventory management process; providing supportive data for inventory analysis; determining and generating CALSTD’s PHS&T requirements lists and managing and analyzing Program-wide CALSTD inventories and accountability.
- Provide management, oversight, program analysis and continuous evaluation and/or improvement of the following NAVAIR METCAL Program CALSTD inventory elements:
- Perform customer/fleet liaison for coordination of NAVAIR fleet/depot level CALSTD inventory requirements. Continuously monitor CALSTD inventories for trends in usage and repair. Make recommendations to CSRIA Manager for relocation of CALSTDs within the CSRIA when appropriate, placing emphasis on cycle time reductions and total cost of ownership (TOC) reductions.
- Develop, implement and monitor CSRIA processes. Perform Root Cause Analysis for process departure and make recommendations for Continuous Process Improvements. Develop and provided CALSTDs inventory lists using the CALSTD Asset Management System (CSAMS) to NAVAIR Program office personnel when required.
- Perform duties of Organizational Property Administrator (OPA) in compliance with FIAR orders and directives. Provide data to program office capturing completion percentage and turnaround times for data conversion from CSAMS to the Navy Enterprise Resource Planning (NERP) inventory module. Oversee additional OPA’s assigned to the CSRIA in the performance of their duties and assist in the transfer of data from CSAMS to NERP as needed.
- Develop and coordinate with the Configuration Manager CSAMS CALSTD modernization inventory acceptance processes to provide initial configuration, administration, packaging, handling and storage, and to maintain positive inventory control of the modernized CALSTDs fielded to replace obsolete items.
- Facilitate development, planning and execution of Program Office Initiatives, Review attainment of program objectives to identify and correct deficiencies in established CALSTD inventory documents. Recommend changes to METCAL Program management and initiate action to effectively incorporate approved changes.
- Provide recommended funding requirements to higher-level management to meet the annual operational target goals as they pertain to all aspects of the NAVAIR METCAL CALSTD inventory requirements.
- Assess CSRIA inventory process and policy, identify deficiencies and recommend corrective actions within established inventory policy.
- Represent the organization to major task groups who originate, review, and modify system policy plans, procedures, and goals in all matters pertaining to the CSRIA.
- Recommend resolution for METCAL/logistics issues associated with CALSTD inventories as reported by CSAMS.
- Recommend adjustments to budgets and logistics plans to accommodate unforeseen developments.
- Other tasks and duties as assigned.
Qualifications:
- Knowledge of METCAL requirements and processes related to Department of Defense (DOD)/Navy systems and equipment and the documentation, analyses, and reviews associated with those systems.
- Knowledge of Continuous Process Improvement and process controls as they pertain to logistics the administrative relationships and responsibilities associated with implementing and maintaining inventory management at disbursed activities. Evidenced by developing and managing long-range plans for establishing and maintaining worldwide calibration facility inventories: knowledge of peculiar/common test and measurement systems (TAMS) integrated logistics support (ILS) requirements, and assessing, developing, documenting, and monitoring PHS&T and inventory activities.
- Knowledge and skill necessary to develop and manage METCAL Program requirements pertaining to inventory management and FIAR compliance. Often because of the numerous subsystems and activities involved, ability is required to take newly developed, but proven; theories and policy devised by higher levels, and apply these to developing new approaches, policies and procedures.
- Knowledge of Microsoft Office such as Excel (Pivot Tables, V-look up), Access, and PowerPoint.
- College graduate required or equivalent of 5 -10 years’ work experience.
- Must be able to obtain a DoD Security Clearance.
