Graduation from high school or equivalent and three years general office / clerical and / or customer service experience; or any equivalent combination of related training and experience. College coursework will substitute for experience on a year-for-year basis. Applicants within six months of meeting the minimum education / experience requirement may be considered for trainee status.
SKILLS TESTING REQUIRED – Only applicants who meet the minimum qualifications and submit the required skills testing scores will be referred to the next step in the recruitment for this position.
This position requires a passing score on the following County skills assessment tests : Typing Test with 35 words per minute, Microsoft Excel, Microsoft Word, Microsoft Access, Microsoft PowerPoint, Email Etiquette and Attention to Detail assessment with a moderate knowledge minimum score. The assessment tests can be taken in person or online / remotely through the CareerSource North Central Florida. The applicant must contact CareerSource North Central Florida at assessment@careersourcencfl.com to arrange testing.
Passing scores must be received by the Human Resources Office via email at achr@alachuacounty.us no later than five business days after the posting closes. CareerSource North Central Florida is not responsible for submitting test scores to the Alachua County Human Resources Office. All scores are valid only for a period of 2 years from the date of testing.
Successful completion of all applicable background checks pre-hire and ongoing are required.
Position Summary :
This is technical, clerical, and supervisory work receiving and processing building permits and administrative zoning reviews for the Growth Management Department. An employee assigned to this classification is responsible for training and supervising subordinate staff; reviewing permit applications for correct information and completeness; referring citizens to the appropriate area if additional information is necessary; coordinating interdepartmental flow of applications / statements; notifying affected citizens of possible changes; and coordinating general service delivery with the Growth Management Department, Building Division.
Work is performed under the direction of a higher-level supervisor and is reviewed through conferences, reports, and observation of results obtained.

ESSENTIAL JOB FUNCTIONS
This is an emergency essential classification. Upon declaration of a disaster and / or emergency, all employees in this classification are required to work. Exudes a positive customer service focus. Advocates building organizational culture through aligning decisions with the County's core values.
Supervises and coordinates the activities of subordinate employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.
Assists citizens with completing applications for building permits and receives and reviews applications from citizens.
Prepares and maintains records of all applications.
Answers citizen questions over the telephone and at the counter, assists citizens in obtaining necessary information to complete applications; refers to other departments as needed.
Instructs customers on requirements from other agencies in order for a building permit to be issued such as pre-application screening, development plan approval, municipal zoning letters and driveway permits.
Enters necessary application information into computer and locates property by legal description.
Collects fees, issues receipts and prepares transmittal reports and bank deposits for delivery to Finance and Accounting.
Provides current zoning information and verifies property location for setback requirements.
Coordinates flow of permits between departments for required approvals.
Notifies permit applicants of deficiencies or additional information required; elicits and records any comments.
Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.

Thorough knowledge of permit and zoning application requirements and applicable fees. Considerable knowledge of County building and zoning codes ordinances, plat law, and policies and procedures. Considerable knowledge of mapping methods and techniques. Knowledge of general office practices and procedures. Ability to effectively supervise and coordinate the activities of subordinate employees. Ability to prepare reports and maintain records. Ability to research records and documents and compile information for submission to the Board of County Commissioners. Ability to read maps and plot legal descriptions. Ability to establish and maintain effective working relationships and deal courteously with contractors, developers, architects, engineers, owners and the general public using tact and good judgment. Ability to read and understand complicated plans and blueprints. Ability to work under stressful conditions and with frequent interruptions.
