DEFINITION
Under the general direction of the Deputy City Manager, the GIS/IT Analyst shall assist in providing oversight of the City’s Geographic Information Systems (GIS) and Information Technology (IT) services. Under general direction, develops and maintains the City’s geographic information system including preparation of a wide variety of maps and system databases utilizing a variety of software and hardware. Provides technical and analytical support including conducting research on technology products, equipment, and solutions including software applications, security, databases, workstations, networking, and communication systems. Works with users to understand and define needs; communicates needs to the City’s managed IT services provider; and performs related duties as assigned.

GIS Duties
Generates standard and custom products such as reports, maps, diagrams, exhibits, and displays for users in all City departments. Uses GIS software to perform informational analysis of location, relationship, trends, and proximity of complex features and data through the use and development of specific queries. Translates GIS related needs of various City departments into specifications and develops solutions and applications using GIS and other tools; performs maintenance, analyses, and manipulation of databases to support a variety of City operations. Conducts field studies to gather data; input and import data associated with geographic features. Participates in the acquisition, installation, administration, and operation of the City's GIS system; oversee software release installs and updates for all GIS systems.
IT Duties
Provides general support to the Deputy City Manager and the City’s managed IT services provider to ensure the proper software and hardware are in place to keep the City functioning at a high-level efficiency and to keep current with trends in technology. Assists in evaluating user needs for new and existing systems; researches and evaluates solutions; and supports the selection of vendors and consultants. Serves as the functional lead and expert for City staff on new and existing software implementation and ongoing use. Assists with developing policies, procedures, and workflow to improve efficiencies and implements new information system technologies, as needed.
QUALIFICATIONS GUIDELINES
Knowledge, Skills & Abilities : Knowledge of principles, practices and techniques of computer hardware, software, networking technology principles, design concepts, GIS applications, design and database management, and cartographic techniques. Knowledge of Esri’s ArcGIS suite and other GIS related software. Must be able to utilize appropriate data collection methods; organize and conduct various research studies; work independently and use good judgment; meet schedules and timelines; communicate in writing and verbally in a clear and concise manner; and be able to establish and maintain good working relationships with others.
Education and Experience: Requires a bachelor’s degree in geography, geographic information systems, computer science engineering, or a related field. Three years of experience in geographic information systems or computer systems analysis. Experience in a municipal setting is preferred.
Licenses/Certificates: Possession of a valid Class C California Driver’s License with a safe driving record is required and must be maintained as valid during the course of employment.
