WHO WE'RE LOOKING FOR
The Payroll Administrator reports directly to the Supervisor, Payroll and Accounts Payable. The Payroll Administrator is responsible for processing and auditing payroll for multiple departments. This role ensures accurate and timely payroll execution, compliance with federal and state regulations, and supports reporting and reconciliation tasks. The Payroll Administrator serves as a resource for employees and collaborates cross-functionally with P&C, Finance and internal customers.
Responsibilities
WHAT YOU'LL BE DOING

- Process bi-weekly payroll for assigned employee groups, including exempt, non-exempt, exempt eligible employees and Transit Police. This includes calculating wages, overtime, relocations, bonuses.
- Review and validate timekeeping data, deductions, and adjustments to ensure accuracy and completeness.
- Communicate payroll processing issues or problems to the Supervisor, Payroll and Accounts Payable Manager.
- Maintain knowledge and follow CapMetro and MetroAccess International Union Electrical (IUE) policies and procedures.
- Ensure compliance with federal, state, and local payroll laws and regulations.
- Maintain payroll records and documentation in accordance with company policies and audit requirements.
- Participate in internal task forces involved in payroll or system evaluations, ongoing upgrades, and system changes.
- Coordinate with the human resources staff to ensure that employee data and changes are recorded accurately and timely.
- Train employees in how to use the payroll system to track transactions, attendance, and related activities.
- Respond to employee inquiries regarding payroll, deductions, and tax issues.
- Assist the finance department with special projects and act as backup to Accounts Payable.
- Identify and resolve any discrepancies between payroll documents prior to payment.
- Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
- Perform other position related duties as required and / or assigned.
Qualifications
WHAT YOU BRING
High School Diploma required.Bachelor's degree in Business Administration, Accounting, or related field preferred.Three (3) years progressively responsible experience processing payroll transactions in an automated payroll system environment including a relational database system in a client-server environment.Proficiency in using Microsoft Office Applications (Word, Excel, and Access).Fundamental Payroll Certification (FPC) or other relevant professional certification preferred.Knowledge, Skills, and Abilities :
Knowledge of general payroll accounting payroll preparation methods.Knowledge of laws, rules and regulations affecting payroll transactions.Strong knowledge of payroll regulations, tax laws, and compliance requirements.Excellent math skills.Ability to plan and prioritize work effectively.Ability to work as a team player in a challenging environment.Ability to accept challenges in multiple projects.Excellent oral and written communication skills are required, including the ability to establish and maintain good working relations with other CapMetro employees.Excellent attention to detail, organizational, and communication skills.Skill in compiling, calculating, and analyzing a variety of data.Skill in planning, organizing, monitoring, and prioritizing work.Ability to handle confidential information with discretion.WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and / or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must be able to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use and horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status :
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown / collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed. Mobility status is subject to change at any time based on business needs or organizational decisions. This position is based in Austin, Texas. Successful out-of-state candidates must relocate to the state of Texas prior to start date and may have the opportunity to work remotely anywhere in Texas after a specified period.
