DHSES Program Administrator 2 (NY HELPS)

Disaster Recovery Public Assistance Unit Manager

The incumbent of this position will report to the Public Assistance Administration Unit within the Office of Disaster Recovery Programs.

Duties include but are not limited to the following :

• Oversee, lead, and manage a team of staff in the programmatic administration of Disaster Recovery Public Assistance grants and performing all supervisory duties as required.
• Develop and maintain knowledge of all applicable state and federal laws, rules, and regulations relating to recovery programs and grant administration. Act as a resource and share knowledge and expertise with subordinate staff, internal / external agency stakeholders and applicants.
• Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.
• Understand program policy and priorities in support of DHSES Disaster Recovery Programs goals.
• Deliver trainings and presentations on Disaster Recovery Programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.
• Provide direct guidance to state agencies, local governments, and not-for-profit organizations on program objectives, strategies, rules, and regulations. To also include the facilitation and participation in workshops to inform and educate applicants and staff of program and administrative processes.
• Function as a subject matter expert, consultant and interpreter on all applicable state and federal laws, rules, regulations, policies, and protocols. Analyze legislation and act as a resource for internal staff, program associates, and other stakeholders.
• Initiate and participate in discussions, and monitor trends on policy and program changes and implications for states and subgrantees with administrators and program leads in FEMA HQ, FEMA regions, and other states.
• Monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.
• Interface on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
• Compile data and draft program and financial disaster specific section letters and reports on the status of programs, projects and funds, responses to FEMA, state agencies, and applicants as directed.
• Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.
• Develop and provide comprehensive written and verbal special reports and analyses for DHSES and State leadership.
• Support and staff active Disaster Assistance Centers and Federal / State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.
• Performs other duties and projects as required.
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position.

Seven years of qualifying experience

Substitution : an associate degree can substitute for two years of qualifying experience; a bachelor's degree can substitute for four years of qualifying experience; a master's degree can substitute for five years of qualifying experience; and a doctorate can substitute for six years of qualifying experience.

REASSIGNMENT / TRANSFER

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b / c service as a DHSES Program Administrator 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

NOTE : Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and / or local deployments may be required, which would result in a change and / or increase in working hours, locations and / or duties.
