The primary purpose of the Fiscal Analyst I position is to ensure fiscal processes related to budget execution, cash management, invoicing, and reconciliation of eligibility to payments are performed according to internal controls and program integrity standards.
This position tracks and reconciles financial data for the Oregon Educators Benefit Board (OEBB) and serves as a back-up for the PEBB Fiscal Analyst. It oversees monthly premium billing, reconciliation, and pass-through for over 200 educational entities and 1,800 self-pay members, and assists with quarterly allotment plans, expenditure tracking, and cash flow models. The Fiscal Analyst I provides project and analytical support, maintains complex financial databases, and serves as a liaison with educational entities and insurance plans to ensure accuracy and compliance with applicable fiscal rules and regulations.
This position falls under the Fiscal Analyst 1 classification. The AA Rate Pay Range for this position is $ 4,407.00 - $6,732.00 USD Monthly. The information in your application will be used to complete an Equal Pay Analysis to determine salary placement upon hire.

A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree).
three years experience in management, policy or program analysis, or technical-level budgetary support activities.

Extensive knowledge of generally accepted accounting principles (GAAP) with a solid foundation in governmental fund accounting, public budgeting, and fiscal compliance.Proven experience in fiscal analysis, budget management, and applying financial policies and procedures within a complex organizational or public sector environment.Demonstrated expertise in Access Database SFMA, OBIEE or querying the Datamart and other financial reporting systems, with advanced proficiency in Excel and competency in Word or comparable software.Skill in program analysis, fiscal review, and interpreting data in relation to applicable rules, regulations, and policies.Exceptional ability in managing multiple priorities while maintaining accuracy, attention to detail, and meeting tight deadlines.Adept at preparing clear, comprehensive written reports and communicating complex financial information effectively to diverse audiences.Strong collaboration skills that foster teamwork, participative decision-making, and positive, respectful, and inclusive workplace interactions.Proven capability in promoting a diverse, harassment-free, and equitable work environment through professional conduct and integrity.Application Guidance
