Director for the 480th Intelligence, Surveillance, and Reconnaissance Wing
The primary purpose of this position is to serve as Director for the 480th Intelligence, Surveillance, and Reconnaissance Wing (ISR Wing) staff on all enterprise-related matters. Serves as the principal administrative program director to the commander. Office of the Director of Staff (DS), 480th Intelligence, Surveillance and Reconnaissance Wing Joint Base Langley-Eustis, VA.
Responsibilities :
- Plans, organizes, and oversees the administrative functions and activities of the Wing.
- Formulates and implements AF DCGS program goals, plans, policies, and procedures dealing with the development and operation of AF DCGS-wide functions and activities with little-to-no direct guidelines or direction from Wing military leadership.
- Exercises supervisory personnel management responsibilities.
- Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Represents the Wing at higher levels within the USAF, DOD, and government agencies.
- Establishes, develops, and maintains effective working relationships with other coordinating organizations to build alliances, gain cooperation, and / or accomplish goals impacting the organization and the USAF intelligence community.
- Directs and / or leads broad studies involving resources, organization, and operations across the entirety of the Wing enterprise.
- Continually assesses the Wing's performance and operational environment and makes independent decisions that often change policies, guidance, and programs for the AF DCGS Enterprise (two active duty ISR wings and 26 Air Force Reserve and Air National Guard units).
Requirements :
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision / Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS / GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

A mastery of intelligence research, collection methods, dissemination applications, and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments.The employee at this level applies experimental theories and new developments to problems dealing with the development and operation of Wing-wide functions and activities.While directs the development of concepts and long-range plans posturing the Wing for success in current and future operations by accepted methods or makes decisions or recommendations that significantly change or develop needed important policies and programs to meet organizational objectives.KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas :
Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures.Knowledge of Command, Service, DoD, and national level doctrine & policy, guidance and initiatives related to assigned programs.Skill in planning and managing Enterprise-wide projects involving innovative concepts or approaches where precedents do not exist. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW : DoDD 1200.7, "Screening the Ready Reserve,") Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.
Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice.
