Manages the Yakama Nation Transportation Program and supervises up to 13 tribal employees. Directly responsible for the Tribal roads and bridges systems, both inside and outside of the closed area. Develops a long-term Transportation and Maintenance Plan for the closed area roads and bridges. Is responsible for administering all PL-638 Roads Maintenance Grants and Contracts. Responsible for overseeing the Yakama Nation Cemetery Crew.
Examples of Work Performed :
Consults and meets with Tribal Officials to identify Transportation and Cemetery needs and objectives.
Provides technical advice and assistance to the DNR Deputy Director and Tribal officials on matters related to Tribal roads and informs them of needs related to Tribal cemeteries.
Coordinates with the Yakama Nation Engineering Program in planning and updating the Tribal Transportation Program roads, completion of a long-term Transportation Plan, conducts bridge inventories, and other related projects. Consults with the Engineering Manager for technical direction as needed.
Works closely with officials from Tribal, County, State, and Federal agencies.
When working on force account construction projects, serves as the superintendent of Transportation works crews. Coordinates work assignments with the Project Engineer and directs Transportation crews and equipment accordingly.
Maintains daily records of staff and equipment hours and costs associated with each project. Prepares and submits itemized invoices for reimbursement from appropriate contracts.
Is responsible for the Transportation Program planning, budgeting, scheduling, and supervisory duties. Oversees preparation of payroll actions, performance evaluations, disciplinary actions, and other activities required for management of the Program.
Attends meetings for Department of Natural Resources Program Managers. Meets with Tribal Council Roads, Irrigation, and Land Committee. Attends and organizes planning, pre-construction, safety, and other relevant meetings.
Develops, monitors, and enforces rules and regulations to promote safe working habits, and conducts regular Program safety meetings.
Ensures the safety of the motoring public on Tribal and BIA portions of reservation roads and the Tribal Transportation Program road system in the closed area. This involves the application of guidelines, such as Title 25 of the Code of Federal Regulations, the Federal Highway Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, Policy on Geometric Design of Rural Highways, Manual on Uniform Traffic Control Devices, and other relevant guidelines.
Knowledge, Skills and Abilities :
Knowledge of budgeting principles and procedures.
Knowledge of financial management and planning techniques.
Knowledge of principles and practices of road, highway, and bridge construction.
Knowledge of road maintenance, including repair, snow removal, and flood control.
Knowledge of fleet and equipment management and maintenance requirements.
Knowledge of supervisory principles and practices.
Knowledge of PL-638 contracting principles, procedures, and practices.
Skill and ability to multitask and manage various construction and maintenance projects concurrently.
Skill to effectively communicate both orally and in writing to employees, contractors, engineers, Tribal, County, State, and Federal personnel.
Ability to supervise and direct crews in road and cemetery maintenance.
Ability to establish long-term goals and objectives.
Ability to utilize a computer and standard software. Ability to operate a ¼ ton 4X4 pickup.
Ability to work outside in all types of weather.
Minimum Requirements :
Requires a college degree with major course work in construction engineering, business or public administration, or related field, AND two years of progressively responsible work experience related to this position. OR
AA Degree or certified vocational training in a related discipline AND four or more years of responsible work experience related to the duties of the position that includes management and supervisory responsibilities.
Required to pass a pre-employment drug test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Preferred Requirements :
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
