Position Summary :
The Director of Evaluation & Data Systems leads GSEMA's research, evaluation, and data infrastructure strategy to ensure the organization measures what matters, learns continuously, and drives mission-aligned impact. This role develops and implements evaluation frameworks, outcome measurement systems, and organizational dashboards; conducts and oversees data quality, reporting, and analytics; and works cross-functionally to build a culture of data-informed learning and continuous improvement.
The Director partners with departments across the council, GSUSA, and external consultants to design research strategies, evaluate programs, develop data systems, collect data, and builds scorecards related to GSEMA's Strategic Plan. This position will collaborate with staff currently placed in other departments whose work focuses on data collection, analysis, and reporting. The Director serves as the internal expert on evaluation and data systems.
Essential Functions of the Role :
Evaluation, Research, and Outcomes Measurement
- Design and lead GSEMA's data, research and evaluation strategy including assessing impact, data collection and integrity, and related training for staff.
- Develop data collection instruments, evaluation tools, and outcome measurement systems for Girl Scout programming and services to members and volunteers.
- Establish baseline benchmarks and key performance indicators (KPIs) across programs, events, trainings, membership, volunteer engagement, and revenue streams (e.g., shops, cookies).
- Apply statistical modeling to analyze trends and predict future outcomes to support strategic decision-making.
- Collaborate with GSEMA staff to generate written and oral reports for internal and external stakeholders, including the Executive Team, Board of Directors, and GSUSA.
- Educate staff and the Board of Directors on outcomes measurement and the value of data-informed practice.
Data Systems Development, Management & Continuous Improvement
Identify, co-design and build new data systems in collaboration with internal teams and external partners; document processes and oversee rollout.Lead development and maintenance of organizational dashboards and tailored reports for senior leadership, including membership, programs, volunteer support, development, and operations.Build and implement systems that ensure accurate data entry, strong data quality, and consistent data governance across the organization.Launch, manage, and analyze surveys, focus groups, and other methods (e.g., end-of-program, pilot evaluations), ensuring insights inform program and operational improvement.Develop operational output models and progress-monitoring tools to track organizational performance against strategic initiatives.Skills and Qualifications :
Required
Bachelor's degree or equivalent experience in e valuation, research, public policy, data science, business analysis , or a related field.Minimum of 5 years of experience conducting research, evaluation, statistical analysis, or managing data systems.Demonstrated experience designing and developing dashboards, data systems, and analytic tools to support organizational decision-making.Proven track record of designing and implementing qualitative feedback loops , including interviews, focus groups, and town halls, with racially, culturally, and linguistically diverse youth, adults, and communities.Experience leading or supporting major research initiatives, pilot programs , or cross-functional organizational projects.Strong quantitative and analytical skills , including statistical analysis, forecasting, and data visualization .Proficiency with research software, databases, and Microsoft Office.Demonstrated ability to train staff in data collection methods, effective analysis, and application of findings .Exceptional project management skills , with the ability to plan, organize, and prioritize multiple initiatives and deadlines.Strong interpersonal and communication skills, including the ability to translate complex data into accessible and actionable insights for diverse audiences .Ability to work independently, exercise sound judgment , and collaborate effectively across teams and departments.Demonstrated commitment to equity, continuous learning , and data - informed decision - making .Experience leading teams of professionals and maximizing their organizational impact.Ability to thrive in an agile, fluid environmen t requiring adaptability and responsiveness to change.Preferred
Experience with system integrations across data platformsExperience with Girl Scouts, including prior employment at a Council, or other relevant Girl Scout experience.Familiarity with accounting, financial analysis, or lending portfolio analytics.Physical work environment, Schedule and Travel Requirements
This is a hybrid work arrangement with work from home, at a designated GSEMA office, in communities served, and at designated GSEMA properties as needed.
This position is primarily performed during normal business hours. Occasional evening and weekend hours may be required to meet the needs of the role and organization.

May involve prolonged periods of sitting or working on a computer.Ability to communicate effectively, including speaking, listening, and presenting information (in-person or virtually) with the ability to exchange accurate information in these situations.Occasionally lifts or transports equipment (such as laptop), weighing up to 10 pounds.Travel Requirements :

Salary Range : $90K-$110K annually
Benefit Eligibility : This position is eligible for council-sponsored benefits.
