Job Summary
The purpose of this position is to assist and perform semi-skilled and manual installation, maintenance, repair, and operation of equipment in an assigned area. Responsibilities include : conducting service inspections; troubleshooting and repairing applicable equipment / system; conducting preventive maintenance; operating applicable equipment and tools; maintaining grounds; coordinating projects when necessary; and performing the duties of assigned employees.

- Performs journey-level inspection, diagnostics, testing, troubleshooting, and repair of applicable building structures and systems; and applies trade skills which may include electrical, carpentry, masonry, plumbing, welding, painting, roofing, HVAC, or other applicable items related to the maintenance, repair, and construction of public works facilities and infrastructure, including roads, bridges, buildings, parks, and stormwater systems.
- Performs site inspections to ensure project and operational compliance with internal and external safety regulations.
- Assists with the bidding of and overseeing of small contract jobs.
- Coordinates and monitors contractors on assigned projects; escorts contractors to sites.
- Digs up and back-fills meters, meter boxes, valves, irrigation components and service lines for location, maintenance and / or repair.
- Works independently at times or as member of maintenance team as directed.
- Assists with Disaster / Recovery planning as needed.
- Performs custodial and / or maintenance repair duties as requested in Town facilities and Town owned properties to include power washing facilities, cleaning and maintaining drains and gutters, assembling, repairing, or moving furniture, painting interior walls / exteriors, changing filters, repairing windows, doors, hinges, and cabinets, hanging, bulletin boards, blinds, and TV mounts, lifts / moves equipment and heavy materials, transports supplies and equipment and performs basic locksmith duties.
- Performs miscellaneous tasks in support of various Town of Bluffton projects / activities : sets up tables, chairs, and equipment for events.
- Assists or performs carpentry, plumbing, and sheet work projects or repairs.
- Cleans and maintains vehicle and equipment as directed and is responsible for assisting in maintenance of all vehicles by washing and checking fluids.
- Assembles concrete forms.
- Installs and replaces signs.
- Digs trenches.
- Performs metal fabrication functions if applicable.
- Monitors and tracks available inventory and notifies appropriate individual(s) when stock levels reach specified levels.
- Documents daily activities in Cartegraph.
- Performs emergency or disaster-related duties as requested.
- Respond to emergency calls after normal working hours and / or be available to work as support service for Town of Bluffton hosted events outside of normal work schedule.
- Performs other related duties as assigned.
Qualifications
Education and Experience : High school diploma or equivalent; and three (3) years of related work experience as a Public Worker at the Town of Bluffton or equivalent position at a comparative employer; or equivalent combination of education and experience. Licenses or Certifications : Valid South Carolina driver's license. Completion of OSHA 30 Certification within 6 months of hire. Special Requirements : Must pass physical and drug screen. Knowledge, Skills and Abilities :
Knowledge of the use of common hand and specialized power tools related to job duties.Knowledge of the safe use and operation and preventive maintenance of equipment used by the department.Knowledge of journey-level certification in a relevant trade (e.g., carpentry, plumbing, electrical, masonry, plumbing, welding).Knowledge of safety regulations and best practices in trades.Knowledge of tracking software system (i.e. Cartegraph)Knowledge of construction plans and specifications.Knowledge of Town Ordinances for Special / Civic Events.Knowledge of the Town's MS4 Ordinance.Skill in the use of assigned equipment.Ability to understand and carry out oral and written instructions.Ability to perform labor for extended periods, often under unfavorable weather conditions.Ability to establish and maintain effective working relationships with associates.Ability to work independently.Ability to work as a member of a team.Physical Demands & Work Environment
The employee is frequently required to apply 50 pounds of force to lift, carry, push, pull or otherwise move objects. The employee is occasionally required to exert up to 75 pounds of force to move objects. In addition, positions in this classification typically require balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, manual dexterity, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, visual acuity to analyze data / work with color or depth perception / determine accuracy or observe facilities / operate motor vehicles or equipment / inspect defects or fabricate parts, and walking. May require the wearing and use of a respirator and other required safety gear, such as hard hats, gloves, safety glasses and ear protection. Duties are performed primarily outdoors under various weather conditions with exposure to fumes and airborne particles; exposure to chemicals or electricity; exposure to vibrations and loud noises (such as traffic and earth-moving equipment); and occasionally working in high places.
