Job description

Introduction

The Department of Health Services (DHS) Division of Quality Assurance (DQA), Office of Caregiver Quality (OCQ) is recruiting to fill an Auditor position.

The Office of Caregiver Quality promotes integrity and accountability across Wisconsin's healthcare system. In this role, you'll contribute to protecting the public, improving program transparency, and ensuring equitable access to care. DHS offers a collaborative, mission-driven environment with opportunities for professional growth and meaningful public service.

This position :

  • will work full-time, daytime hours, Monday through Friday
  • will have the option to work remotely up to 5 days per week. this schedule may vary depending on training or operational needs
  • is headquartered in the 201 E. Washington Ave. office in downtown Madison.
  • must have access to both a private workspace and secure high-speed internet to work remotely.

  • Position Summary

    This position leads and performs complex fiscal and eligibility audits of healthcare entities, including nursing homes and related programs regulated under DHS 132.14 . Key responsibilities include :

  • Conducting financial analyses to determine eligibility and compliance with fit and qualified regulations.
  • Designing and implementing audit programs, impact matrices, and process maps to guide eligibility review decision-making.
  • Preparing written determinations, policy briefs, and fiscal reports for approval panels and legal review.
  • Coordinating with the Division of Quality Assurance, Department of Health Services, and other agencies on cross-program eligibility and compliance initiatives.
  • Leading and documenting comparative benchmarking, process standardization, and rulemaking participation related to eligibility criteria and program integrity.
  • Serving as a liaison to internal and external stakeholders, including provider associations, legal entities, and licensing bodies.
  • Utilizing data systems and dashboards to monitor review activity, turnaround times, and compliance trends.
  • Salary Information

    The starting pay is between $33.00 and $40.00 per hour (approximately between $68,600 and $83,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

    Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an Auditor Senior and is in pay schedule and range 07 / 03.

    Job Details

  • All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
  • You must meet the requirements of the State of Wisconsin Fleet Vehicle Policy which requires a valid driver's license, minimum two years of driving experience and must be 18 years of age or older. Additionally, the driving record must not reflect the following conditions : three or more moving violations and / or at fault accidents in the past two years, an OWI or DUI violation within the past 12 months, or suspension or revocation of the driver's license.
  • All appointees may be subject to DHS' flu-shot policy.
  • Qualifications

    Minimally qualified applicants will have all of the following :

  • Experience conducting financial or program audits, eligibility determinations, or regulatory reviews in a healthcare or government setting.
  • Experience interpreting and applying complex statutes, administrative rules, or program regulations.
  • Experience preparing formal written analyses, reports, or audit findings.
  • Well-qualified applicants will also have one or more of the following :

  • Experience working with regulatory frameworks for DQA-regulated providers.
  • Experience using analytical and quantitative skills for program evaluation and compliance assessment.
  • Experience creating data visualizations using programs (e.g. Excel, Tableau, Power BI, etc.) or experience using common data query coding languages (e.g. SQL, SAS, Python, etc.).
  • Experience working with healthcare reimbursement systems and fiscal forecasting.
