We are seeking a Consultant with a strong foundation in federal disaster grant programs—particularly FEMA Public Assistance—and experience in environmental permitting and regulatory compliance , including Environmental and Historic Preservation (EHP) . This individual will support response and recovery efforts across the country, providing expert guidance on regulatory pathways, environmental reviews, and documentation to ensure compliance and maximize funding eligibility.
Tasks, Duties, And Responsibilities

Provide support across emergency management projects with an emphasis on environmental compliance and federal grant regulationsGuide clients through environmental and historic preservation review requirements under FEMA, HUD, and other federal programsSupport permitting processes, including NEPA, Section 106, Endangered Species Act, Clean Water Act, and othersDraft or review EHP documentation, including Biological Assessments, Environmental Assessments, and consultation packagesAdvise applicants on compliance with environmental laws and mitigation best practices during recovery operationsSupport the development and submission of FEMA Public Assistance and Hazard Mitigation applications and documentationAssist in identifying regulatory risks and providing compliance solutions during disaster recovery and infrastructure rebuildsParticipate in disaster response and recovery field deployments, if needed, to support real-time environmental and permitting evaluationsCollaborate with project teams and clients to deliver high-quality, timely, and compliant work productsAssist with all corporate and program operations related to the Recovery Division and general emergency management consulting services as needed.Assist all Divisions in direct client support and deliverables, as needed.Assist on portions of projects and ensure all aspects are completed as outlined in the contract scope of work and timeline.Attend meetings and conference calls with clients.Assist in developing state and local response and pre- and post-disaster recovery plans, procedures, checklists, and guidance documents, as needed.Maintain currency of and compliance with applicable state and federal policies, procedures, and guidance documents for applicable roles.During a disaster, you may be called into the field to support relief efforts or assist with organizing responses to support advanced roles in emergency situations and / or activations.Gain experience, train for, and become knowledgeable in all areas of Emergency Management.Maintain / pursue ongoing knowledge, credentials, and development opportunities.Perform other duties as assigned.Knowledge, Skills, And Abilities

The Consultant has no direct supervisory responsibility but may get exposure to leading portions of projects or task functions.
Expected Hours of Work :
Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.
Travel Requirements
Up to 50% travel is expected for this position.Deployment to client sites for extended periods of time is required.Physical Demands
Mobility required on-site with clients.Sitting or standing for hours at a time.Ability to work at a computer for prolonged periods of time if needed.Ability to lift up to 50 lbs. repetitively throughout the day and as needed.Work Environment
Emergency management consultants may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions.Work may be on-site with clients ex : EOC, hospital, debris sites or local government buildings.All AC Disaster Consulting (ACDC) positions are remote work site positions with the home location agreed upon at time of hire.If the remote work site locations change, ACDC Human Resources must be made aware, and leadership needs to approve any site changes for business registration and payroll tax purposesRequirements
Experience and Education Required
3-5+ years of experience in environmental permitting, environmental compliance, or environmental consulting with relevance to federal disaster programsWorking knowledge of FEMA Public Assistance and Hazard Mitigation programs, particularly the EHP compliance component3-5+ years customer service experience3-5+ years project management experienceBachelor's degree in environmental science, emergency management, planning, public administration, or a related field. Equivalent work experience may substitute on a year for year basis.Familiarity with NEPA, Section 106, ESA, and other federal environmental laws3-5+ years knowledge and / or exposure in one or more Emergency Management DisciplinesProficient in Microsoft Office 365, particularly Excel.Experience And Education Preferred
Previous experience supporting FEMA or HUD-funded programs, such as CDBG-DR or CDBG-MITExperience in disaster recovery operations, including site visits and coordination with local / state / federal stakeholdersApplicable Certifications : Certified Emergency Manager (CEM)Business development experienceProficient with SalesforceAdditional Qualifications :
