Plant Superintendent

Plan, supervise, coordinate, and direct the activities of physical plant subordinate engineering and maintenance staff. Plan maintenance, repair, rehabilitation, and construction projects. Establish work priorities. Assign work to subordinate staff. Reassign staff to address health and safety issues or other priorities, as required. Oversee work in progress to ensure that assignments are completed on schedule. Provide technical assistance and instruction to subordinate supervisors and workers, as required. Review completed work to assure quality and adherence to instructions. Perform time and attendance functions. Review employee LATS; approve overtime and leave; counsel staff for time and attendance issues when required. Prepare and / or review performance valuations. Counsel staff to improve job performance when necessary. Participate in Labor Relations activities / disciplinary hearings, as required. Participate in the recruitment and / or selection of new physical plant and maintenance personnel. Conduct interviews; make recommendations for appointments; monitor probationary reports on new staff; and make final recommendations for retaining or terminating new staff or contractors. Participate in the development of training programs to meet staff needs. Develop, review, amend, and ensure the implementation of policies and procedures related to facility physical plant / engineering and maintenance operations including : receiving, scheduling, and tracking the progress of requested work and the inspection of completed work; procedures for the operation of maintenance storerooms with respect to requisition and distribution of supplies to operating personnel, inventory system, and security; preventative maintenance procedures for all equipment and vehicles which are the responsibility of the maintenance department; and procedures for requesting repair work and alterations or construction including man-hour estimates and costs. May participate in the update and review of facility procedures and internal controls for the purpose of maintaining facility accreditation. Perform a variety of contract administration activities. Participate in the development of contract specifications. Participate in contract negotiations. Participate in the interview and selection of contractors. Administer all maintenance contracts for primary building systems : HVAC and environmental control; life safety system (fire alarm / sprinkler system); emergency power and generator system; various lab equipment / systems. Oversee all maintenance contractors while on site. Ensure that contractor work is completed according to contract specifications by periodically inspecting work performed and meeting with contractors and supervisory staff. Resolve issues associated with quality and quantity of work performed by contractors. Perform other activities intended to improve their facilitys operating efficiency or otherwise realize maximum advantage from physical plant investment. Monitor the operations of primary building systems. Evaluate needs for building / systems improvements and make recommendations for priorities based on fiscal constraints and regulatory compliance. Conduct energy conservation evaluations and make recommendations based on findings. Develop a systematic program to monitor productivity and performance and determine standards to allow for the maximum utilization of personnel and resources. Plan, review, and update preventive maintenance programs, including oversight of maintenance contracts. Ensure that facility structures and systems remain in compliance with various federal and State regulatory agencies. Ensure that any deficiencies are addressed / remediated in as expeditious a manner as possible. Develop capital project specifications with architects, construction managers, engineers, and representatives from the Office of General Services (OGS), OMH Bureau of Capital Operations; and the Dormitory Authority of the State of New York (DASNY). Perform various fiscal tasks for the physical plant / engineering and maintenance departments. Prepare annual budgets for the physical plant / engineering and maintenance departments. Allocate / reallocate staff and fiscal resources as needed. Determine purchasing needs related to building and maintenance of grounds, facility buildings, etc. Approve / sign purchase orders. Meet with the Business Officer or other facility administration to review expenditures against budgets.

Transfer Candidates : Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b / c service in a position eligible for transfer under Section 70.1 of the Civil Service Law to a Plant Superintendent C, Grade 21.

Public Candidates (NY HELPS) : Six years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction / rehabilitation projects; AND / OR contract management of building maintenance / construction / rehabilitation projects and grounds. An associate degree in a related field can substitute for two years of specialized experience; a bachelor's in a related field degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Promotion Candidates : You must be a qualified employee of New York State and have had one year of permanent competitive service as follows : Building Maintenance Supervisor 2, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, or Plant Utilities Engineer 3; OR Building Maintenance Supervisor 1, Maintenance Supervisor 1 (Building), Maintenance Supervisor 2, Plant Utilities Engineer 2, Public Buildings Manager 2, or Regional Park Maintenance Supervisor. Preferred Qualifications : Nursing Home experience preferred.

Perform other managerial activities, as required. Serve on various facility committees, such as the safety committee. Participate in weekly construction meetings. Serve as a liaison between facility administration, contractors, and officials in the Agency's Main Office. Ensure compliance with various regulatory agencies. Oversee mandated self-assessment environmental reviews, which require inventorying and cataloging environmental exposures. With input from staff, develop plans for correcting exposures and for remediation timeframes. Prepare final reports for review and submission to these regulatory agencies. The posted salary range for this position ($82,126 - $103,056 Annually) reflects the $4,000 for location pay. This position is part of the NYS HELPS program. No examination is required.
