Transit Specialist

Coordinates and performs a wide variety of advanced professional, technical, and analytical work related to the administrative functions of the Transit Division. Responsible for providing project management support for transit-related capital and operating projects and coordinating transportation planning efforts with local and regional stakeholders, as well as to the Transit Manager. Coordinates and performs a wide variety of administrative support work. Responsible for providing primary clerical support and performing complex clerical duties.

High School Diploma or GED, and two years experience working in an office environment performing administrative duties with a focus in public administration, business administration, transportation planning, or a related public transit field. Moderate experience with a transit agency in the State of Arizona is preferred, or any combination of training, experience, and education that demonstrates the ability to perform the functions of the position. Valid State Driver's License. Ability to obtain the following within six months of hire : National Incident Management Systems (NIMS) certification, Passenger Assistance, Safety and Sensitivity (PASS) Certification, Defensive Driving Certification, CPR / First Aid Certification.

Perform a variety of fiscal, administrative, and analytical assignments ranging from routine clerical duties to complex and sensitive projects. Oversees a variety of transit-related contracts; reviews and monitors contractor performance through reviews of reports, surveys, meetings, and in-person assessments; monitors performance against key performance indicators and reports findings. Conducts in-person evaluations of transit system performance for quality assurance and contractor accountability purposes. Prepares and administers a variety of transit-related programs and grants; coordinates with outside agencies; monitors grant milestones and provides analysis and reporting necessary to meet grant requirements; ensures proper and timely posting of expenditures. Conducts research and analysis related to transit operations and makes recommendations to improve the efficiency or effectiveness of the transit system (transit planning), to include recommendations for changes to fixed routes, service spans, schedules, fare structures, vehicles and support equipment, policies, and other related elements; coordinates with regional transportation partners on proposed changes to improve regional connectivity and continuity. Coordinates with the Bullhead City Metropolitan Transit Organization (BHCMPO) on management of the Transportation Improvement Plan (TIP). Monitors and Administers the Federal Transit Administration (FTA) Federal 5307 & 5309 funding as well as any additional types of Federal and State grant funds.

Maintain records and compose annual report to the National Transit Database (NTD) and quarterly reports to Arizona Department of Transportation (ADOT) and Federal Transit Administration (FTA). Assists in coordinating Bullhead Area Transit System preparations for the Federal Transit Administration (FTA) triennial review. Manages outreach, promotion, and marketing efforts for the transit system, with support from the adopted Transportation Improvement Plan (TIP) and Bullhead City Metropolitan Planning Organization (BHCMPO); coordinates with outside firms, as needed, for design and / or production services. Assists in budget preparation and administration; prepares budget transfer requests; monitors and controls expenditures for assigned areas, and ensures compliance with DBE reporting. Answers questions and provides customer service to members of the public, both verbally and in writing; Documents customer service activities for filing and future follow-up, if needed. Purchases goods and services in accordance with applicable rules and regulations, to include consideration of specific grant requirements when using grant funds. Develops reports and provides presentations on transit-related programs and activities to the City Council, Transit Commission, Metropolitan Planning Organization, City committee or working groups, or other designated groups; prepares and presents information at public hearings for transit-related topics. Monitors and reports on the condition of transit assets, to include revenue and non-revenue vehicles, facilities, bus stop amenities, and provides updates to the Transit Asset Management (TAM) Plan. Updates, maintains, and provides oversight to the Transit webpage, Google Trip Planner, Transit ITS System, and dispatch scheduling system. Coordinates with the City for posting on social media platforms. Supports the Transit Manager on transit system compliance with all applicable rules and regulations and assists with internal or external compliance audits, reviews, and evaluations including, but not limited to, Transit Paratransit Plan, ADA Plan, Title VI Policy, WACOG Coordination Plan, and Bullhead Area Transit Policy and Procedure Guidebook. Updates and provides reports related to departments financial capacities utilizing a proprietary financial database; provides support with federal grant maintenance duties. Generates and maintains comprehensive reports per federal and state requirements; prepares and maintains departmental database files pertaining to Fixed-Route, Paratransit and Demand Response statistics. Oversees processes for Paratransit service through the Americans with Disabilities Act (ADA) certification process. Serves as alternate dispatcher / driver as needed. Performs related duties as required. Responsible for assisting the Transit Manager with the development and input of the annual City Budget. Assists in the development and implementation of the 5307 Grant application and accompanying budget. Responsible for day-to-day oversight of Transit revenues and expenditures, and responsible for recommending program adjustments based on budget levels and projections.

Knowledge of modern office practices and procedures; proficient in the use of Microsoft Office applications, including word processing, spreadsheet, web-based applications, and presentation programs; knowledge of business English, spelling, and grammar; and record keeping and filing procedures. Skill in operation of listed tools and equipment. Ability to organize and plan the work of an executive office; communicate effectively verbally and in writing; establish and maintain effective working relationships with applicants, employees, City officials, and the general public; maintain confidential and sensitive information; carry out assigned projects to their completion; produce written documents with clearly organized thoughts using proper sentence structure, punctuation and grammar; and ability to enter data or information into a computer terminal, PC or other keyboard device. Must be able to type 40 wpm. Requires frequent use of a personal computer, including a database and spreadsheet with some word processing programs; a calculator, coin counter, telephone, copy machine, and fax machine.
